Description
The Department of Homeland Security (DHS), National Protection Programs Directorate (NPPD), Office of Infrastructure Protection (OIP), Protective Security Coordination Division (PSCD), Office of Bombing Prevention (OBP) has a requirement for professional services for Information Sharing and Policy Support. This support will enable OBP to accomplish its mission of promoting information-sharing and bombing prevention awareness to state, local, national, tribal, and the private sector. The Government is seeking comments and questions on the draft solicitation. Comments are solicited as to whether the language included in the draft statement of work (SOW) is sufficiently descriptive/detailed and broad enough in scope, includes applicable and necessary standard industry/commercial practices, and establishes reasonable objectives and obtainable standards that can be measured. Comments and suggestions on additional aspects of the draft SOW are encouraged and may also be submitted. All comments/suggestions made should be stated in generic/broad and nonproprietary terms. The Government's needs are basically outlined in the attached draft document. Information received in response to the draft SOW part of this market survey will not be considered confidential and may be incorporated to applicable portions of the SOW in the formal Request for Proposal (RFP). Comments relative to the draft SOW must be submitted to TRIPWIRE@hq.dhs.gov no later than August 28, 2009. The government will not be publishing or responding in a public forum to any comments or questions as part of this market research. The projected date for issuance of the solicitation is on or about October 1, 2009. The Solicitation will be available on the Federal Business Opportunity (FedBizOpps) site only. The RFP will be issued on an unrestricted basis (full and open competition). The government anticipates a single-award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract for a period of performance of one-12 month base period and four-12 month option periods. All questions concerning this competition must be directed in writing via email to TRIPWIRE@hq.dhs.gov. No questions or inquiries will be accepted by telephone. Hard copies of the draft solicitation documents will not be available; therefore, no written, telephone, or facsimile requests for the documents will be accepted. The FedBizOpps site provides downloading instructions. All future information about this acquisition; will be distributed solely through the FedBizOpps site. Interested parties are responsible for monitoring the FedBizOpps site to assure that they have the most up-to-date information about this acquisition.
