- DEPARTMENT OF VETERANS AFFAIRS NETWORK 22 LOGISTICS OFFICEJUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITIONFAR 6.302-2, 41 U.S.C. 253 (c) (2)"TRANSPORTATION SERVICES" 691-09-4-529-0049 1. Agency and Contracting Activity Identification: The Network 22 Logistics Office, 5901 E. 7th Street, Long Beach, California, as requested by the VA Greater Los Angeles Healthcare System, will enter into a short-term service contract that requires justification for other than full and open competition. 2. Nature of Acquisition Being Approved: Sole source contractor shall provide transportation services for the VA Greater Los Angeles Healthcare System patients under the terms and conditions of a short-term contract. 3. Description of Requirement: VA Greater Los Angeles Healthcare System is requesting sole source service contract from Coach USA Transportation, 3333 E 69th Long Beach, CA 90805 to provide a transportation for veteran beneficiaries. The period of performance shall cover September 1, 2009 through September 30, 2009. The estimated cost is $ 16023.00. 4. Statutory Authority Permitting Other Than Full and Open Competition: The service being procured under the authority of 41 U.S.C. (c) (2), FAR Part 6.302-2(b), Unusual and compelling urgency. 5. The Nature of the Acquisition Requires Use of the Authority Cited: The transportation service contract is being procured on a sole source basis. Currently, there is a shortage of VA buses due to all but two buses being broken down. The VA buses are currently undergoing repairs. A bus is immediately required to transport Veterans Beneficiaries from LACC to VA Greater Los Angeles Medical Center. Without immediate action patient appointments will have to be cancelled and rescheduled and patient care will be jeopardized. Coach USA can provide both the driver and bus and facilitate the VA with continuity of care for our Veteran beneficiaries. This short-term service contract for transportation services is vital to the VA and any service discontinuity would have a negative impact on the health and welfare of our veteran patients. DESCRIPTION OF CURRENT BUS ISSUES: Although one trip bus is up that is used for the LACC shuttle and trips. (v16), the accident bus is still down (v16A) and the back-up LACC bus that broke down on the freeway is still down (V21).-V18 back up gurney bus down-V25 station bus (oil issue) is suppose to come back today-V19 other backup gurney down-V14 (small wc bus used as back up for LACC, wc or Gurney bus, trips) in use but needs to go in for elec shortage when V18 comes back.VAGLAHS will not be able to go on the large trips until both v16a and v21 are up and running. If v16 is on the road for LACC and it breaks down, VAGLAHS would have to send one of the station buses to get the patients once the oil bus comes back. A Description of Efforts Made to Ensure That Offers From as Many Potential Sources As Practicable and Whether a Notice Will Be Publicized. See number 5 above. A notice will not be transmitted to the GPE (Fedbizzopps) because of the exception rule available under FAR 5.202(a) (2) Unusual and Compelling Urgency. 7. Anticipated Cost: The anticipated cost should be fair and reasonable to the government based on the using service estimate and past prices paid for similar services. 8. Results of Market Survey: Market research information was also obtained by other contractors and through historical data. See Items 5 above. 9. Any Other Facts Supporting the Use of Other Than Full and Open Competition: None. See Items 5 above. 10. Any Other Interested Sources: None See Item 6. 11. A Statement of the Actions, if any, the Agency May Take To Remove of Overcome Any Barriers to Competition Before Any Subsequent Acquisition is required: None. See Paragraph 2, 3, 4, and 5 above. 12.
