Description
NASA/GSFC has a requirement for research assistance to support an approved MarsData Analysis Program (MDAP) investigation Buried Basins and the Early History of Marsfor a performance period of one year. The requirement is as follows:1)Work with the Principal Investigator at Goddard to determine the crater retentionages for the surface of Mars using image, topographic and crustal thickness data. 2)Evaluate the new crustal thickness model MarsCrust3 for the presence of CircularThin Areas (CTAs) and assess their likelihood of being previously unrecognized impactbasins larger than 300 km in diameter.3)Combine the inventory of likely CTA impact basins with those derived from are-evaluation of Quasi-Circular Depressions (QCDs) and produce a global inventor oflikely impact basins on mars >300 km.4)Develop cumulative frequency curves for major physiographic provinces and largescale regional areas and derive crater retention ages for these areas; and5)Use this relative age information to assess the timing of major events in earlyMars history, including but not limited to the formation of the Mars crustal dichotomy,the age of very large impact basins, and the timing and duration of major resurfacingevents.NASA/GSFC intends to purchase the service from Temple University. This recommendation ismade pursuant to FAR 13.106, for the acquisition of supplies or services determined to bereasonably available from only one source.The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. All contractual and technical questions must be submitted in writing via e-mail tokeva.r.crossen@nasa.gov no later than September 10, 2009 or via facsimile 301-286-5373.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 15, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
