- Response Form (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) This is a request for quotes (RFQ) No. AG-9A47-S-09-0007; quote due date is September 8, 2009. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36, effective as of 8/11/2009. Non-manufacturers must furnish in the performance of the contract, the product of a small business manufacturer, which end product must be manufactured or produced in the United States. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The NAICS code is 332311. Small size standard for the manufacturer of the item would be 500 employees. (V) This combined solicitation/synopsis is for the purchase of the following commercial item: (a) Five (5) HAZMAT Outdoor Storage Buildings that meet the following specifications: (1) Size of approximately 10 feet wide, 8 feet deep and 8 feet 6 inches high and include: (2) FM approved and rated for the storage of Class 1A or Class 1B liquids. NFPA Code 30 specifications, two hour fire rated and EPA requirements. (3) NFPA 704 decal and DOT placard holder on outer door. (4) R-11 Insulation (5) Interior lighting with switch (6) Heater (7) Exhaust system (8) 800 pound capacity steel ramp (9) Four (4) inside shelves per unit (VI) Price quote shall include delivery FOB to the project site. Places of delivery and acceptance are as follows: (a) One (1) storage unit is be delivered to Gasquet, CA 95543 (b) Two (2) units to Orleans, CA 95556 (c) Two (2) units to Willow Creek, CA 95570. (VII) Estimated date of delivery is on or before November 15, 2009. (VIII) FAR 52.212-1, Instructions to Offerors – Commercial Items (June 2008), applies to this acquisition. (IX) Quotes will be evaluated on past performance, compliance with solicitation requirements, price and price-related factors (warranty). (a) The Government intends to offer a contract resulting from this solicitation to the responsible quoter who provides the most advantages to the Government, price and other factors considered. The Government intends to evaluate quotes and offer a contract without discussions; therefore, the quote should contain the best terms from a price and technical standpoint. Offerors should include product literature. The following factors will be used to evaluate quotes: (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items (Aug 2009), with its quote or complete the Representations and Certifications on line at http://orca.bpn.gov (XI) The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Items (Mar 2009), applies to this acquisition. (XII) The clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items (Aug 2009). The following clauses under subparagraph (b) apply: 8, 19, 20, 21, 22, 23, 24 and 39. (XIII) Quotes are required to be received in the contracting office no later than 4:30p.m. PT on September 8, 2009. All quotes must be mailed, faxed or emailed to the attention of Sue Ray.
