- Description
- The Department of Health and Human Services, Program Support Center, Strategic Acquisition Service, Division of Acquisition Management on behalf of the Substance Abuse and Mental Heath Services Administration (SAMHSA) intends to negotiate on a sole source basis for a twelve (12) month purchase order with Mental Health America to: 1) Perform a state by state analysis of the prevention services covered by state Medicaid plans and the recommendations in the Institutes of Medicine (IOM) Report, Preventing Mental, Emotional, and Behavioral Disorders Among Young People: Progress and Possibilities. The report which was released in March 2009 contains important findings and recommendations related to the mental health of Americans. 2) Provide an analysis and description of the gap between what currently is offered and what is recommended, to include suggestions of changes that could be made and examples of states that successfully have implemented those portions of the IOM Report recommendations. Where no state has implemented, the report should include workable solutions for implementing the recommendations on the IOM report. Mental Health America (MHA) is uniquely capable of performing these services for the following reasons: MHA has affiliates in each state and the capacity to analyze how the IOM recommendations have been implemented in each of the states. MHA also has a unique ability to understand what potential solutions to gaps may be workable in each state due to its state by state infrastructure which is coupled with national policy presence. Additionally, MHA also has a unique understanding of the barriers that have been confronted in multiple states to introducing and getting state Medicaid authorities to adopt the use of these recommendations. The Government knows of no other potential organizations that possess the skills and resources to perform the tasks within budget (less than $100,000) and within the required timeframe. This simplified acquisition is for services for which the Government intends to negotiate with only one source. Interested concerns may identify their interest in and capability to satisfy the requirement within 15 days after the date of publication of this notice. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
