Description
This attachment is the brand name letter stating why this product needs to be said brand. AMBER PROCESSOR (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation # F3RTCK9195A001 is issued as a request for quote (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. (iv) This acquisition is 100% set aside for small business. The associated NAICS code is 334220 with a small business standard of 750 employees for this NAICS. (v) Required items must be BRAND NAME ONLY. Products that are "or equal" will not be accepted. The approved Justification and Approval is attached to the solicitation. (vi) & (vii) This RFQ has three priced (3) contract line item (CLIN). The government intends to procure the following: CLIN 0001: AMBER DTV Processor - 8 ASI Inputs & 1 ASI Output - 1RU - Advanced front panel - Bit rate up to 90 Mbps - Ethernet Configuration - DVB Version Model/Part #: TNM-4068-D. (1 EA) CLIN 0002: Amber DTV Processor Hardware Option: This option replaces 1 ASI input: Single QPSK input for Amber DTV Processor and Remultiplexer (TNM-405x and TNM-406x). Model/Part #: TNM-4996-B (1 EA) CLIN 0003: Amber DTV Processor License: SNMP agent for remote supervision of Amber DTV Processor TNM-40xx. It allows monitoring and configuration of the unit. Model/Part #: TNM-4991 (1 EA) (vii) Delivery location is Schriever AFB, CO 80912. Inspection and acceptance location is Schriever AFB. FOB point shall be Destination. All FOB Destination charges must be included in quoted prices. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
