- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) for the National Human Genome Research Institute (NHGRI) intend to negotiate and award a purchase order on a non-competitive sole source basis to Dr. Thomas Valente, 424 Calle de Castellana, Redondo Beach, California 90277. Dr. Valente will consult and provide expertise in modeling and social influence processes and data management for social works. The reference number NHLBI-PB-(HG)-2009-299-DLM. Period of performance: The proposed period of performance for this service will be from September 15, 2009 through September 14, 2010. Purpose and Objectives for Procurement: The primary objective of this requirement is to contract for computer programs to be written in STATA/MATA to build adjacency matrices from cognitive social structure data. The program will aggregate the individual reports and report metrics on the individual and aggregated network structures. The program will also analyze the evolution of attributes and behaviors within the aggregated networks. The codes need to be flexible enough to be used across multiple families and will be written and applied to existing data and the reports generated will be used to submit scientific papers for publications. Scope of Work: The contract will involve and include, but not limited to the following as outlined in the Statement of Work (SOW): (1) provide expertise in modeling social influence processes and data management for social networks; (2) expertise on setting up, modeling, and interpreting social influence processes within at-risk families; (3) STATA modules that set-up the data for analysis of social influence processes that will account for the cascade sampling design inherent in the data as well incorporate social network characteristics, such as closeness, advice-seeking; (4) development of network-based intervention; (5) construct tables for publication; and (6) write methodology and conduct scenario analysis by varying social influence weights. The Contractor will also provide assistance in the development of a new project which will focus on the use of cognitive social structures to characterize the familial social structure. Government Responsibilities: The Government will indicate their approval with reports provided. The Government will conduct inspection and acceptance of reports which will be conducted electronically via email. The Government will review program output and suggest notifications and will review model results and consult on interpretation. Sole Source determination is based on the fact that Dr. Valente has experience working with the Social Networks Methods Section of the Social and Behavioral Research Branch at the National Human Genome Research Institute. He is already familiar with the cascade and sampling approach that has been collected in the (HPNCC) Family Cohort Study Protocols (1) NHGRI Protocol# 05-HG-N249 and (2) 95-HG-0165. His expertise and knowledge in social influence processes supports the continued need for his consulting services and completing the studies in a timely fashion. Dr. Valente is a well-known and respected author of “Network Models of the Diffusion of Innovations” in which he pioneered the use of network analysis to measure social influence using dynamic network and behavioral data. Dr. Valente has written numerous computer programs in both the GAUSS and MATA platforms. His expertise will be key in writing the MATA code to manipulate empirical data converting survey responses to matrix form. Dr. Valente established the threshold model which can be used as an alternative specification on how information and sentiment flow through the family network. The North American Industry Classification (NAICS) Code is 541613 Marketing Consulting Services, small business size standard is $7.0M per annum. The small business set-aside does not apply. This acquisition is being conducted under simplified acquisition procedures, and exempt from the requirements of FAR Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
