- Information Needed: SOURCES SOUGHT SYNOPSIS FOR INDUSTRY WIDE PARTICIPATION: This is a Sources Sought Synopsis announcement; an industry wide market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS THEREFORE NO SF 330 FORMS ARE REQUIRED AT THIS TIME. North American Industrial Classification System Code applicable to this project is 541330, Engineering Services, which has a size standard of $4,500,000 in average annual receipts and corresponds to SIC Code 8711. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members INDUSTRY WIDE OF THE AE COMMUNITY. All size firms are encouraged to participate in this survey to include other than small firms, the Small Business Community, Small Business (SB), Section 8(a), Historically Underutilized Business Zones (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Historical Black Colleges and Minority Institutions (HBCU/MI) to compete and perform a Firm Fixed Price Indefinite Delivery/Indefinite Quantity Contract. Any future announcement for a contract from this information will be for Multidiscipline Design or other Professional Services required to support Military Construction Projects within the Southwestern Region (primarily for the Fort Worth District), in accordance with PL-582 (Brooks A-E Act) and implemented in FAR Part 36.6. The Southwestern Region refers to the geographic area encompassed by following states AR, AZ, CA, LA, NM, NV, OK, and TX. Governments primary goal is to determine industrys primary business and experience with Land Development Engineer (LDE) projects. Government is seeking qualified, experienced sources capable of performing multidiscipline design, engineering, survey, geotechnical, architectural themes, project management, archeological services, and construction support services to military projects within, but not limited to, the Southwestern Region (primarily the Fort Worth District), and market research in determining if there are small business firms, firms with teaming arrangements, or joint-ventures, who may be able to fulfill the requirements for an Architect Engineer contract in support of US Army Corps of Engineers, Fort Worth Districts Missions. a. GENERAL: The general over all scope of work of this acquisition will include land, development, design, program management, professional services, concept, and programming, LEED design reviews, construction documentation, cost estimates, value engineering, life cycle costing, post design-shop drawing review, and construction administration. Additional services include but are not limited to: topographic surveys, soil borings, construction cost estimates, construction quality assurance, soils engineering, design reviews and environmental studies. The contractor is also required to have expertise and knowledge of the design of Anti-Terrorism/Force Protection (ATFP) requirements, security and communications systems, fire protection and life safety systems, and other technical services. b. Nature of Work: The services necessary for each requirement will be negotiated and awarded as individual task orders. The A-E shall furnish all services, materials, supplies and supervision required to fully complete each task order. c. Program Intent: The execution of the work under the Military Construction will be accomplished using a Land Development Engineering model for the infrastructure and a Centers of Standardization Concept (CoS) for the facilities. To accomplish the site and infrastructure work, the service of a firm experienced in site design, land development, site integration, water, sewer, electric, traffic, roadway and drainage infrastructure for projects 2000 acres or greater will be required. The use of the terms A-E firm and LDE will be synonymous throughout this announcement. LDE will become a significant part of the governments program and project delivery team. Task Orders issued under any resultant contract will encompass all aspects of site development, site design, staff augmentation, architectural design and site integration of all infrastructure, utilities and facilities, project controls, and project management. Firms must be able to provide design support and consultant services in various combinations of architectural, structural, civil, mechanical, fire protection, environmental, communications and electrical disciplines. Construction management services are required for new and existing construction, renovation, repair of government facilities and infrastructure. Construction management services includes, but is not limited to quality assurance during the design and construction phases, compliance to the RFP, review of design submittals, as-built drawings, manuals, operating instructions, preparation of daily reports, and other such activities required by the construction contract. Additional Program Information: The CoS concept will be used for the construction of barracks, dinning facilities, company operation facilities, company operation facilities, headquarters buildings, vehicle maintenance shops, unit and ammunition storage facilities, aviation facilities, access control points, chapels, and other facilities in the program. Under the CoS concept, Districts within the Corps of Engineers will be assigned one or two facility types and will be responsible for awarding Design-Build Single Award Task Order Contract (SATOC) contracts for their assigned type of facility. The responsible product line district will scope, negotiate, and award a task order to acquire the required facilities. The CoS will assist with the administration of the task order. The design-build contractor for each facility will be responsible for maintaining current documents and incorporating lessons learned and modifications into future task orders. The CoS is responsible for current standards and criteria for their facility type(s). The LDE will integrate and coordinate all infrastructure and facilities for each site. The LDE staff, directly supporting the USACE Program Director, the Program and Project Managers, and the associated construction field office through project integration and construction management duties, shall be located where the work is being accomplished. Most of the work will be at Fort Bliss, Texas, and White Sands Missile Range, NM. Anticipated projects are primarily site design, site development, site integration, and program and project management, and oversight of the Military Construction Program executed within Southwestern Region (Primarily for the Fort Worth District). Site integration refers to the coordination, phasing, and scheduling of all temporary and permanent utilities and facilities. Typical work may include, but is not limited to the preparation of plans, specifications, and cost estimates, cost management, quality control and quality assurance plans, construction management, overall Project and Program Management, technical analysis, economic, planning, and environmental studies and reports, development of planning and programming documentation, environmental studies/surveys and abatement design services, sustainable design solutions to meet a minimum LEED Silver Rating to support the Military Construction (MILCON) program. Projects may comprise site improvements, demolition, and alterations of existing facilities, road ways and streets, paving, pedestrian walkways and trails, tank trails, military, airfield pavements, and base utility infrastructure (water, sewer, underground power, gas sanitary sewer, offsite water supply, water distribution lines, electrical substations, exterior lighting with distribution, communication/information systems, and aircraft fuel distribution and storage systems) coordination. Coordination of vertical building construction projects associated with military installations includes but is not limited to barracks facilities, Brigade and Battalion headquarters facilities, dining facilities, company operations facilities, tactical equipment maintenance shops, access control points, deployment operations storage, aviation maintenance facilities, arms rooms, oil storage buildings, hazardous material storage facilities, dispatch facilities, wash platforms, covered storage sheds, airfield aprons and runways, aviation unit operations buildings, aircraft maintenance hangar, aboveground fuel storage, avionics maintenance facilities, physical fitness centers, chapels, and other facilities as required. Coordination with community facilities may include but is not limited to medical facilities, fire stations, and facilities for the Army and Air Force Exchange Service (AAFES and the Army Morale Welfare and Recreational (MWR) Activity. Design, coordination and master planning may include landscaping, architectural impacts, electronic communications, environmental or EPA regulatory considerations including storm water pollution prevention plans and Section 404 Permit considerations. The LDE shall coordinate NEPA requirements, and other environmental studies/investigations/surveys including wetlands/waters of the U.S., topographic and/or boundary surveys. Design efforts include streets and roadways, airfield aprons, paving, tank trails, grading and drainage, lighting, parking lots, utilities and pedestrian circulation trails. Services will include work related to the master plan, area development plans, area development guides, phasing plans, infrastructure engineering, maintenance of the Geographic Information System (GIS) database, completion of topographic and/or boundary surveys, completion of sub-surface geotechnical investigations/testing, maintenance of a secure webpage to be utilized for document control, as-built surveys of existing and new improvements, storm drainage improvements and retention pond design, erosion control and storm water improvements, lot/block horizontal control plans with phasing, mobilization plans, and lay-down areas, composite improvement plans, and outlook and economic analysis of local and regional construction market conditions as related to cost and availability of labor, materials and equipment. Design solutions shall meet sustainable LEED Silver rating, construction specifications, technical analysis of the submittals on design-build proposals. Coordination will be maintained with local, state, and Federal agencies and wit the privatized utility providers, including utility tie in points, easements and rights-of-way. Coordination will also be maintained with the Directorate of Public Works and the Garrison Command, the Corps of Engineers, Design-Build Contractors, infrastructure contractors, utility providers, the Construction Program Offices, Project Managers, and other design-bid-build contractors on site. The LDE will be required to provide professional services at the construction program office in support of the Corps of Engineers staff. The LDE shall participate in design and construction activities which may include value engineering services, contractor submittal reviews, quality assurance, traffic meetings, pre-construction and initial design workshops. The LDE may be required to prepare power points and graphics for project and public briefings, presentations, and meetings. The on-site LDE staff may be housed in government furnished office space. The physical location of the design team and those team members not directly supporting the on-site work do not have to be located on site. For all task orders, the AE Contractor(s) will be required to provide monthly progress reports, stating (as a minimum) work completed, work anticipated, and problems encountered. In progress reviews and briefings will be required in each task order. All work must be done by or under the direct supervision of licensed professional Engineers or architects. Disciplines needed include all AE disciplines required to comply with the above requirements such as, (this list is NOT all inclusive), registered architects, registered civil engineers, registered electrical engineers, registered mechanical engineers, registered structural engineers, certified environmental survey/design personnel. It is anticipated that multiple projects may be awarded simultaneously to the selected firms(s). LDE shall demonstrate adequate team capacity to coordinate, design and manage multiple task orders concurrently to meet required milestones. The Government anticipates the majority of the task orders to range from $25,000.00 to $3,000,000. However, there may be some task orders for less and some for more than stated. All interested firms are being requested to submit information as follows: The Government is requesting that all interested AE firms INDUSTRY-WIDE provide the following information for this market research: (1) Company name, address, point of contact, telephone number and email address. (2) Type of Business, i.e., Small Business (SB) 8(a), Historically Underutilized Business Zones (HUBZone), Service Disabled Veteran Owned (SDVOSB), Historical Black Colleges and Minority Institutions (HBCU/MI), and Large Business (LG) under the North American Industry Classification System (NAICS) Code 541330 which contains a size standard of $4,500,000.00. (3) Professional Capabilities and Technical Competence: (a) Can your firm demonstrate experience in planned communities for 2000 acres or larger? (b) Does your firm have specialized experience and technical competence with respect to cost control, project controls, quality assurance and compliance with performance schedule for a large multi-million program? If yes, what is your past performance on contracts with Government Agencies and private industry? Provide an example of a recent project less than 5 years old that demonstrates this experience. (c) Does your firm have the working knowledge and familiarity with the Southwestern Region and their applicable architecture, building codes, environmental regulations, soil conditions, seismic requirements, labor pool, and material availability? (d) Has your firm participated with Small Business (SB), Small Disadvantaged Business (SDB), Women Owned Small Business (WOSB), Service Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone Small Business (HUB/Zone SB), and Historically Black College Universities/Minority Institutions (HBCU/MI)? (e) Does your firm have the capacity to manage multiple task orders concurrently meeting all program milestones? (f) Does your firm have any experience in Corps of Engineers 3 phase inspection process and procedures within the Military programs? (g) Does your firm have any experience in coordinating multiple teams, customers, agencies, and contractors? (h) Has your firm provided services to Department of Defense, DoD, and if so what is the volume of contract awards and dollars over the past three years? (i) Does your firm have the professional qualifications and capabilities necessary for providing dedicated staff and resources (120 or more on staff or capability to provide quickly) for Design, Reviews, Surveys, trouble shooting field questions? If yes, do you have in-house capability. (j) Does your firm have significant experience in land development and infrastructure design projects including multiple concurrent construction contracts with emphasis on large urban design and land development, architecture themes and guidelines, utility systems, infrastructure, drainage, grading, value engineering and, environmental issues? (k) Describe your experience in the following areas: (1) Site Development, (2) Site Design, (3) Site Integration, (4) Project Management, (5) Construction Management, (6) Scheduling, (l) Does your firm have specialized experience in construction management including complex scheduling, phasing, construction oversight and coordination? (m) Does your firm have the experience in information and communication management and the utilization of current software for data collection, data management, data analysis, data presentation and decision making (e.g. GIS, webpage, electronic databases, project management software, change control systems that allow access to technical documentation? (n) Does your firm have experience in Project Controls and scheduling of a complex multiphase program? If so, provide an example of how large the program was that demonstrates this experience? (o) Does your firm have experience in Sustainable Design and Sample projects that have been Leadership in Energy and Environmental Design (LEED) certified? (p) Is your firm familiar with the use of recovered materials, waste reduction, pollution prevention, energy efficiency and conservation in facility design? (q) Does your firm have the experience in programming and master planning including urban and regional planning and New Urbanism? (r) Does your firm have the ability to submit drawings in AutoCad (computer aided design) utilizing current versions? (s) Does your firm have the experience in 4-D visualization capabilities for use in presentations and as master planning and Design tools? (t) Are any team members of your firm graduates of the contractor Quality Control Course provided by the Corps of Engineers? (4) Demonstrate specialized experience and technical competence in the design of Government facilities over $5 million and demonstrate a minimum of three examples within the past 5 years. Include name, address, telephone number, and email address of references. Also, provide a brief description of the work performed, contract number, total contract value, and period of performance. Contracts must be same or similar to the work described in this announcement. (5) A-Es are required to demonstrate the capability to complete design documents, and cost estimates. (6) AE firms, including joint ventures, will be required to show that they can perform all aspects of design, either by their in-house capabilities or through their subcontractors capabilities.
