- The Olympic National Forest, Washington, intends to acquire by contract reconstruction of portions of the Gray Wolf Trail #834.2 and #834.3 that do not meet Forest Service Trail Standards, and need to be reconstructed for the safety of stock users and hikers, and to reduce erosion on sections of the trail. The project is accessed via the Slab Camp Trail # 838 and begins on the far side of the Slab Camp Bridge at MP 3.1 This project includes: repair of 5 failing cribwalls; repair and reconstruction of a 100 ft section of trail; removal of debris from rock slides; removal of rockface that forces stock off the trail; and improvement to the approaches to the horse ford. This trail is within the Buckhorn Wilderness and therefore all applicable laws pertaining to use of the wilderness will apply. This includes not allowing any motorized equipment or mechanical transport. Contractor will follow “Leave No Trace” practices. For cribwall replacement, available dead and down cedar trees will be used first, then live trees. Trees gathered for construction use will be spread out near the construction areas. No groups of trees will be cut. Blasting may occur only between August 6 and February 28th with charges of 2 pounds or less, and must begin 2 hours after sunrise and cease 2 hours before sunset. Trail maps are available at Olympic National Forest information desks. Period for performance is from October 01, 2009, to August 30, 2010. Project Manager is Ms. Jasmine Budrow, 360-956-2295. The government will proceed to issue a solicitation as a Request for Proposals. This acquisition is 100 percent set-aside for small business concerns. Offerors will be evaluated on price, experience, and past performance. Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. The government estimated value is between $25,000 and $100,000. Bid bond is not required. Payment protection is required in the form of a payment bond, irrevocable letter of credit, or tripartite escrow agreement. Davis-Bacon wage rates apply to any resulting contract. The proposed contract type is firm-fixed price. This solicitation will be available on or about AUGUST 26, 2009. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
