- The United States Army Contracting Command, Joint Munitions and LethalityContracting Center, Joint Armaments Contracting Center, Picatinny Arsenal, NJ 07806-5000, intends to award a Sole Source requirement for specific components and upgrades required to complete fabrication of the Instrumentation Radar System, which includes an lan-2000b Digital Sub-system upgrade: Manual Pedestal, Boresite Camera, System Installation, Dry Air RF Head pressurization and Radar Automation. This Sole Source requirement is necessary to continue the fabrication of the Radar System. The period of performance will be one year from date of award. The Contract type shall be a Commercial Firm Fixed Price Supply contract. This requirement is in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(ii)(A), Substantial Duplication of cost to the Government that is not expected to be recovered through competition. The lan-2000b Instrumentation Radar represents the State-Of-The-Art Radar Cross Section (RCS) System that is commercially available. This system provides an Automated Stability Control Function that enables the radar to collect highly repeatable, sideband measurements over several hour timeframe. The lan-2000b utilizes a Unique Fast-switching Synthesizer with a Low Phase-Noise Floor. The radar also incorporates a continuous range-profiling mode that enables continuous range (time) sampling of a single transmit pulse to produce range-time-intensity profiles. The data throughput from the Data Acquisition System is able to provide recording rates up to 10 MB/second utilizing a reflective memory approach between the data collection processor and an online signal processing workstation. The unique functional features of the lan-2000b include: Frequency Switching Speed <200 ns, Synthesizer LO Noise Floor > -130dBc at offset frequency of 10kHz; Measurement stability > -40dB across 0.1 18 GHz and 30 40 GHz, Data collection rates up to 10 MB/s, Continuous range sampling on both receive channels, Compatibility with Signal Processing Algorithms. These features are essential to enable the Government to collect high quality data for R&D efforts on target Detection, Target recognition and Signature Reduction Programs.
