- The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following items: 1) 760 feet of Palladium/Aluminum wire: The wire is to be made of alternating Palladium and Aluminum layers. The Aluminum alloy shall be 3003 Aluminum. The Palladium purity shall be at least 99.5%. The average Palladium layer thickness within the finished wire shall be 7 microns 2% at a wire diameter of 0.010 inches. The Palladium layers must make up 48.6 2 Volume % of the wire excluding the drawing sheath. The drawing sheath must make up no more than 25% of the wire volume. 2) 760 feet of Palladium/Aluminum wire: The wire is to be made of alternating Palladium and Aluminum layers. The Aluminum alloy shall be 3003 Aluminum. The Palladium purity shall be at least 99.5%. The average Palladium layer thickness within the finished wire shall be 3.5 microns 2% at a wire diameter of 0.010 inches. The Palladium layers must make up 48.6 2 Volume % of the wire excluding the drawing sheath. The drawing sheath must make up no more than 25% of the wire volume. 3) 760 feet of Palladium/Aluminum wire: The wire is to be made of alternating Palladium and Aluminum layers. The Aluminum alloy shall be 3003 Aluminum. The Palladium purity shall be at least 99.5%. The average Palladium layer thickness within the finished wire shall be 14 microns 2% at a wire diameter of 0.010 inches. The Palladium layers must make up 48.6 2 Volume % of the wire excluding the drawing sheath. The drawing sheath must make up no more than 25% of the wire volume. 4) 300 feet of "Powder in Tube" wire: The wire is to be made of a metallic tube filled with a metal oxide core. 2Ta and 5Cuo: The atomic ratio of the metal to metal oxide shown above shall define the ratio of metal to metal oxide unless previously arranged with the technical authority. The metal purity shall be at least 99.5% unless previously arranged with the technical authority. This requirement is Sole Sourced to Supercon, 830 Boston Turnpike Rd., Shrewsbury, MA, 01545, as the only vendor able to provide this supply because of the unique and exact distribution of the Palladium and Aluminum components throughout the wire diameter. Any firms believing that they can provide the materials, per the exact specifications (no substitutes), may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the materials without causing programmatic hardship.
