- Sketch of Bulkhead Gate (lowered into place) Photo of Bulkhead Gate in storage Site Map - Plate # 1 Sources Sought - W912P7-09-R-0018 (Information Paper / Details) The U.S. Army Corps of Engineers (USACE), San Francisco District is seeking potential contractors to perform the required tasks identified in the Information Paper. BRIEF BACKGROUND : The Bulkhead Gate (BG) was designed and originally installed for the purpose of dewatering the Project's main outlet tunnel, upstream of service gates, to allow inspection and maintenance. The BG measures approximately 12' wide x 16' high x 2' deep, and weighs approximately 11 tons. In January of 1995, the bottom seal of the hydraulic cylinder failed while the gate was being raised, resulting in uncontrolled closure of the gate. The gate has since been completely renovated - minus the gates hydraulic cylinder lifting assembly, which was removed and not replaced. (Refer to the Information Paper for additional details) PROPOSED WORK : The Contractor would be tasked with testing (installing and removing) the Bulkhead Gate to determine its viability as a backup source. The Contractor would furnish all labor, materials, equipment and transportation necessary to conduct a successful test operation. After conducting test operations, the Contractor would return the gate to its current storage location. The Contractor would also be tasked with installing permanent monuments (reference markers) every 50 feet, or so, along the upper end of the main outlet tunnel to facilitate future remote operated vehicle inspections. If a contractor firm believes it has the required capabilities, please provide a brief recommendation / statement on HOW his/her firm plans to satisfy the proposed work requirements AND include an estimate on the associated costs this project may incur.
