- SOURCES SOUGHT FOR LABOR AND MAINTENANCE FOR MOBILE VIDEO AUDIO DISPLAY SYSTEMS (MVADS), FOR TACTICAL COMMAND POST COMMUNICATIONS, 13TH ESC, JOINT BASE BALAD, IRAQ This is a Sources Sought Notice only. This notice does not obligate the Government to award a contract or multiple contracts nor does it obligate the Government to provide reimbursement for any preparation or documentation that the Government receives from this notice. The Regional Contracting Center - Balad is contemplating awarding a Labor & Maintenance for MVADS contract consisting of a one (1) year basic, beginning 23 Sep 09, with two (2) option periods. It is the Government's intent to award one (1) contract for this effort. The contract start date and performance period of this anticipated contract is non-negotiable. The requirement shall be as follows: Statement of Work (The following is a general list and is not all inclusive) 1. Install, operate and maintain (IOM) proprietary videoconferencing (MVADS) and communicatons system (VANTAGE). 2. IOM proprietary data networks and components (Cisco, Microsoft and VOIP). 3. IOM power generation and environmental control systems. 4. Plan, engineer, install, program, and operate specialized command and control electronic equipment in a SECRET Tactical Command Post environment to include the following systems: AMX touch panels; Mobile Subscriber Equipment (MSE) with VANTAGE switches, Asynchronous Transfer Mode (ATM) enabled assemblages; SMART-T and V-SAT; KIV-7; Cisco Ethernet switches and routers; Tandberg VTC suites; and Dell servers. 5. Plan, engineer, install, program and operate TACLANE COMSEC assemblages. 6. Manage daily COMSEC account responsibilities for over 25 subordinate accounts. 7. Plan, engineer, install, program and operate Integrated Services Digital Networks (ISDN); RBG Spectrum Windowing Units; and ASP Sound Components. 8. IOM and troubleshooting the 13th ESC Command Post Tactical Environmental Control Units and Power Generators in a field environment. 9. Plan, engineer, install program and operate Microsoft and Cisco Operating Systems in a tactical setting, to include: Microsoft (MS) Office Applications, MS IIS, MS Exchange Server and Cisco IOS. (Current MS Certified Systems Engineer (MSCE) and Cisco Certified Network Professional and Associate (CCNP & CCNA) certifications are required). 10. Skills, Conditions & Qualifications: In supporting this requirement, each team member must be physically/medically fit and able to deploy to the CENTCOM AOR, must be able to perform immediately upon arrival in theater, and must have proven/verifiable work experience/expertise. Each team member must be prepared to work 12 hour days, seven days a week in austere field conditions. The Government will require a review of personnel resumes prior to final contract acceptance. Each team member must have a SECRET level security clearance. Each team member must have at least six months experience supporting a Division or Corps-level TOC or Command Post and must have previously deployed overseas in support of a military exercise or in support of the Global War on Terrorism. The following skill categories, level of experience and knowledge required are required in the performance of this contract. a. Two each, Audio/Video/VTC and communications engineers or specialist to be able to provide 24x7 support to the Joint Operations Center (JOC) at the 13th ESC HQ. Each individual must have at least three years verifiable experience planning, engineering, installing, programming and operating specialized command and control electronics or MSE communications equipment in a secure (Secret) tactical command post environment, to include ALL of the following systems/items: AMX ®/Panja ® touch panels; Mobile Subscriber Equipment (MSE) with VANTAGE switches, Asynchronous Transfer Mode (ATM), High-Speed Mux (HSMUX) and Tactical High-Speed Data Network (THSDN) enabled assemblages; SMART-T; KIV-7; KIV7HS; Network Encryption Systems (NES); TACLANEs; COMSEC assemblages; Integrated Service Digital Networks; RBG Spectrum ® Windowing Units; ASP ® sound components. Must have two years experience with ITU H.320 and H.323 Videoconferencing. Must have Tandberg ® IP Multiport Conferencing Unit and Gateway expertise with ATM (Asynchronous Transfer Mode) enable Mobile Subscriber Equipment. Must have a final Secret security clearance. b. One each, Tactical Environment Control Unit, HVAC, and Generator Specialist. This position requires an individual with verifiable experience and ability to install, operate, maintain and troubleshoot the 13th ESC Command Post tactical environmental control units and power generators in a field environment. Requires at least four years experience as an HVAC or electrician/electrical engineer. Requires a working knowledge of 208v, 3P; 120v, 60 Hz; as well as 220v, 50 Hz power distribution. Requires the ability to operate, troubleshoot and conduct -10 level maintenance on tactical/mobile compression-ignition, electrical power generators. Requires experience with PDU models 128 and 208. Requires the ability to install, operate, troubleshoot and maintain tactical environmental control units in extreme temperatures. Individual/Company shall have a valid and current commercial State Air Conditioning Contractor License (license number shall be provided upon request). c. One each Information Technology specialist. This individual shall have at least three years verifiable experience planning, installing, programming, operating and supporting Microsoft and Cisco Operating Systems in a tactical setting, to include: Microsoft Office Applications, Microsoft IIS, Microsoft Exchange Server, and Cisco IOS. Secret security clearance required. Current MCSE Certifications or CCNA or CCNP certification or proven equivalence is required. d. One each Alternate COMSEC Custodian. This individual must have at least three years verifiable experience with Army Standard COMSEC Custodian responsibilities (or equivalent, with a certificate of graduation from an Army Standard COMSEC Custodian Course). 11. Contractor shall provide all tools, repair parts, consumables, in theater and have the ability to provide more of these items as needed. Contractor shall be able to provide Operational Spares, tools, repair items, consumables, expendables, in theater, as Other Directed Costs as required. Recommend contractor have the ability to ship additional items to Iraq and bill as ODC. The Government shall bear the costs of transportation under JTR regulations, communications and per diem separately. State Department rules for hardship and danger pay apply. The Government shall also bear the costs of Defense Base Act and Life Insurance at the rates in force at the time of deployment (contractor shall purchase the insurance and the Government shall reimburse the contractor). The Regional Contracting Center - Balad is requesting information from all prospective contractors to determine the interest in this type of requirement. No size restrictions. The NAICS code for the requirement shall be 541513 and the size standard of $25,000,000 should be used to for small business concerns. In your response, please include the following: 1.
