Description
This synopsis is for a full and open competition solicitation W911QY-09-R-0063. The solicitation will be prepared in accordance with FAR subpart 15. The U.S. Army RDECOM, Natick Contracting Division has a requirement for physiological status monitoring (PSM) device that can measure thermal-work strain in operational environments. The device is needed to conduct research to understand the thermal strain and health states of warfighters over extended periods of time while they are engaged in operational missions. This work effort is not intended to develop or integrate new sensors. PSM devices must be FDA certified to measure, heart rate, chest skin temperature and core body temperature by use of a digital ingestible thermometer pill. Additional accelerometric and heat flux sensors are also desired. USARIEM seeks to modify a suitable COTS device to provide acceptable long term wear and to ensure minimal impact upon warfighters in standard U.S. Army or Marine Corps clothing and individual equipment including body armor.A Request for Proposals (RFP) will be issued on or about 25 August 2009. The NAICS code for this procurement is 334510. This procurement is a full and open competition. It is anticipated that the Government will award a single contract. This is a best value acquisition; therefore Offerors are cautioned that award may not necessarily be made to the lowest-priced Offeror. To be eligible for award, all Offerors must be registered in the Central Contractor Registry (CCR). Information on the CCR may be obtained at http://ccr.edi.disa.mil. Once issued, the RFP may be viewed on the U.S. Army RDECOM Acquisition Center Natick Contracting Division webpage at https://www3.natick.army.mil.
