- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Station Support/Simplified Acquisition, Office of Acquisitions- Neurosciences, on behalf of the National Institute on Aging intends to negotiate and award a purchase order on a non-competitive basis to MED Associates, Inc., P.O. Box 319, St. Albans, Vermont, 05478 for (12) Behavioral Chambers for rats with associated computer interface modules and control software. Specifications for these Behavioral Chambers for rats are as follows: Deep Extra Tall MDF SAC, 22'Wx16'D, Ceilin Mount Speakers with light and enclosure, Electro Physiological Chamber, Photobeam Lickometer with Plastic Restrictor plate, Recessed Receptacle Light for Pellet Receptacles, Stimulus Light mounted on modular panel with white lens, stimulus light with red lens, nose poke with three color cue (red, green, yellow), White noise amplifier without speaker, age tweeter with cable, Programmable audio generator, SmartCtrl 8 input, 16 output package, wall mount bracket package for connection panels, 18" extention cables; 3pin molex to moles, L Panel with 16 holes for push button switch, push button switch, Y cable; female to male molex; 3 conductors, Large tabletop interface cabinet with 28 volt DC supple, PCI interface connection package to include: 1DIG-700f, 1DIG-704PCI, 1DIG-700C, 1SG-210CP-2, SuperPort 16 output Module, and software and licensing data to accompany the equipment. MED Associates is uniquely qualified to supply this equipment because they are the only vendor able to provide custom- modification specifically suited for neurophysiological experiments. They are also the only vendor able to modify standard chambers and replace all metal parts into plexiglass non-conductive parts that minimizing electrical noises in the experiments to be conducted by the NIH. The acquisition is being conducted using FAR part 13.106-1(b)(1) procedures and is exempt from the requirements of FAR part 6, competition requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely with the discretion of the Government.
