Description
It is the National Energy Technical Laboratory?s (NETL) intent to award a purchase order on a sole source basis to Supercritical Fluid Technologies Inc, Newark, DE to purchase 4 supercritical fluid (CO2) pumps and 4 high-pressure co-solvent pumps for the geochemistry facility located in the Process Development Division. These pumps will be used to expand the high-pressure flow-through laboratory designed to simulate flow conditions within reservoir rock and/or well cement at depths up to 8,000 feet deep. The data derived from these dynamic flow-through tests will be used to improve the understanding of geologic sequestration of green house gases, validate models of this activity, and help derive their potential fate over long periods of time.This is considered a sole source purchase to The Supercritical Fluid Technologies because the SFT-10 CO2 Pump Modules (4) and SFT Series III Digital Pumps (4) are capable of operations at up to 10,000 psi. Both are currently used in the existing flow-through laboratory located in the PDD. The current system has undergone extensive engineering evaluation and design to receive the SARS Permit for Operations. These 8 additional pumps are necessary for expansion of the existing flow-through laboratory, and a requirement of the SARS permit is the utilization of the same manufacturer?s equipment used in the existing permitted lab. In addition, to assure that all experimental results from laboratory can be properly certified. Thus, the Supercritical Fluid Technologies (SFT) pumps are the only pumps that can be purchased for use in the expanded laboratory. Purchase of the Supercritical Fluid Technologies SFT-10 Pumps (4) and SFT Series III Digital Pumps (4) will thus result in a significant enhancement of PDD capabilities and meet the requirements of the existing SARS permitted laboratory, at a significant cost savings to the Government. This is not a formal solicitation. This synopsis is not considered a request for quotation or proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. Challenges must demonstrate the capability to provide all of the above listed specifications for the item(s) being requested (software licenses and accompany support service). If no challenges to acquire this (these) item(s) are received by 5:30 PM ET on September 4, 2009, the government reserves the right to execute an award without publishing a solicitation. A determination by the government not to compete this proposed award based on this notice is solely within the discretion of the government.
