Description
This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NOI9130 issued as a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-35. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and small and small disadvantaged businesses are encouraged to submit proposals. The associated North American Industry Classification System (NAICS) Code is 334516, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure one Hybridization Station and Hybridization Station Extension Unit on a sole source basis from Tecan U.S. (Tecan is the only known vendor that is able to provide instrumentation for high-throughput matrix-based peptide arrays ultimately for flow cytometric analysis for our projects to determine the HIV-specific T cell response) based on the following: HS 4800 PRO Hybridization Station Modular, automated system for microarray (nucleic acid, protein or peptides) hybridization on microscope slides; allows parallel processing of up to 12 slides; includes one Liquid Distribution Unit and one Extension Unit; features full temperature control (4° to 85° C), 6 on-board reagent (4 pre-warmed) capacity, bottle set, advanced fluidics delivery system, sample agitation during incubation, automated slide-drying, ABS (Active Bubble Suppression System), conducted by PC. A maximum of 4 Extension Units may be integrated with Liquid Distribution Unit to allow parallel processing of up to 48 slides under 4 different protocols (each Extension Unit has independent temperature control and fluidics delivery system); Extension Unit features 3 Hybridization Modules (4 slides each), which accommodate slides mounted in 4-slide holder. 3 slide holders included. Master Unit may be interfaced with LS-Series Microarray Laser Scanner for automated, high throughput applications; set of 63.5 x 21mm Chambers HS4800 PRO Hybridization Station; 12 (TWELVE) 63.5 x 21mm Chambers. Installation/Start-Up Training, and a standard warranty with one year parts and labor. Delivery shall be 2 to 3 weeks after receipt of order (ARO), to the location of Gaithersburg, MD, 20878. The FOB point shall be Destination. This will be a firm-fixed price contract. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; Far 52.212-2 Evalutaion Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.406-7 Central Contractor Registration (2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
