Description
This is a SOURCES SOUGHT announcement. It is to be used for preliminary planning purposes. No proposals are being requested or accepted with this announcement. This sources sought is for a requirement in support of the U.S. Army Corps of Engineers, Europe District for the award of one (1) Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Contract for Petroleum Maintenance, Inspection Repair, Emergency Response, and Construction for Piping, Tanks, Separators, Support Facilities, and Dispensing Units. The work required under this contract will consist of properly maintaining petroleum systems at U.S. Army Garrisons within the European Command and at other U. S. bases in the region provide compliance with fuel facilities and meet compliance with code, criteria, regulations, and laws of the United States, Germany, other European countries as required and European laws (local, national and international). Additional requirements will be for Petroleum systems consisting of underground and/or above ground storage tanks, separators, connected piping, dispensing systems, ancillary equipment and appurtenances, and containment systems which will consist primarily: 1. Maintenance. Defined as recurrent, periodic or scheduled in order to preserve a facility by preventing its deterioration. 2. Minor Repair. Periodic testing consisting of systems/components, generally on an annual basis. 3. Emergency Services. Will be performed as required on the petroleum system; twenty-four hours per day, seven days per week and response to an emergency will be required within twenty-four hours of government notification. Contract duration is estimated to be one base year with four one year options. The anticipated magnitude of the project will be approximately US $49,500,000 (estimated to be US $9,900,000 per year) for the base year and four (4) one year options. The purpose of the sources sought is to gain knowledge of interest, capabilities and qualifications of contractors to compete and perform the resulting contract. The type of solicitation to issue will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. Potential Offerors response to this Synopsis shall be limited to 5 pages and shall include the following information: 1. Potential Offerors name, address, points of contact, phone number, and e-mail address. 2. Potential Offerors interest in bidding on the solicitation when it is issued. 3. Potential Offerors capability to perform multiple task orders ranging from $2,500 to $1,500,000 simultaneously, with a total estimated yearly value of $9,900,000 of the complexity outlined above (include offerors in-house capability to execute requirements, comparable work performed within the past 5 years with brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) provide at least 3 examples. 4. Potential Offerors capability to obtain bid guarantees and performance bonds. 5. Potential Offerors Joint Venture information if applicable existing and potential.
