Description
Commercial This is a combined synopsis/solicitation for commercial items prepared in accordance with the format set forth in Federal Acquisitions Regulation Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. The solicitation document incorporated the provisions and clauses. The provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. The Government intends to award a Firm Fix Price full and open competitive agreement. Import Administration (IA) requires the renewal of its online information subscription to Bloomberg LLP as stated in this request for quote For the monthly Executive Steel Summary provided to the Office of the Secretary, IA must collect timely information for major steel companies. The Bloomberg online service provides the necessary net income, stock prices, historical and real-time financial information (for both domestic and foreign firms), production and price figures for steel companies and it ties this data to news events which are documented in Bloomberg. This comprehensive data is not readily available from other online subscription sources. Bloomberg online subscription service has been a dependable source of the necessary information IA requires for its monthly reports to the Office of the Secretary. The service is rarely, if ever, unavailable. The information is consistently accurate and timely. Often, Bloomberg is the only source of the obscure financial information that IA requires. The Bloomberg professional system is a system that's heavily oriented toward financial data and analysis. The system stores data collected from thousands of reputable statistical sources around the world on a common platform to which the user has unlimited access. It is often the only source to find comparative statistics (on the same basis) for firms in a wide range of industries. This includes all SEC filings and comparable foreign filings. In addition to having the data accessible, the system provides on-demand assistance from the trained Bloomberg staff in understanding and using the data and if needed reference to the Bloomberg reporter who collected the source data. All its data is readily Excel-accessible. Our Office of Policy uses this tool heavily in its monitoring work on the steel industry in particular but also a variety of chemical, construction and manufacturing industries. It is a critical source for its high profile work, including the monthly executive summary produced for the Secretary to keep him and other oversight officials updated on events in this critical industry. The office's heavily data-dependent approach to its analysis has been recognized as unique in the Department, and has often been relied upon for quick and up-to-date financial information on firms meeting with the Secretary, Under Secretary or Assistant Secretary. For the executive steel summary, the office collects timely net income for major steel companies, stock prices, historical and real-time financial information (for both domestic and foreign firms), production and price figures and ties the facts to news events which are also documented in Bloomberg. This comprehensive data is not readily available from other single sources. Bloomberg is used as a source for taskers and background papers especially those needing very quick turnaround. It is especially good for gathering descriptive and financial information about companies along with biographical information about company executives who are meeting with officials (now part of the briefing packet for the Undersecretary's meetings). The Bloomberg staff responds very quickly to our questions. When we ask them to give training or demonstrate a (customized) tool for us, they come over to our office and give on-site training free of charge. They also offer free training at their site in DC. The Communications Office and other Policy and Operations offices turn to Bloomberg when other sources are not sufficient especially when the information is needed quickly. It has also been used by other agencies within ITA, such as MAS and TD (the Bloomberg terminal, which is located in the Office of Policy's Steel Licensing Unit, is available for use by anyone in IA or ITA). It is such a valuable resource that it has been included as an important source of information in ITA's Common Data Platform - an internal online reference database. Additionally, the Office of Policy is heavily reliant upon the Bloomberg system for its day-to-day work and analysis and has been for a number of years. Other single source data systems simply do not compare to the data and service that Bloomberg offers. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.
