- THIS REQUEST FOR INFORMATION (RFI) IS NOT A REQUEST FOR PROPOSAL. It is a market research tool (IAW FAR Part 10) being used to determine potential contractors capable of providing the supplies and services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. It is also a tool to get feedback on the requirement detailed in the DRAFT Statement of Work dated 1 Aug 2009. Feedback is encouraged and appreciated. A solicitation is not currently available. Responses to this RFI are not considered offers and cannot be accepted by the Government to form a binding contract. Respondents should not submit any proprietary information when responding to this RFI. Respondents should also note that the government will not return any information submitted in response to this RFI. The Government is not responsible for any costs incurred by respondents regarding any responses to the RFI. Respondents must submit capability statements that clearly define the company's ability to perform the work stated in the RFI in conjunction with the DRAFT SOW. In addition to the provision of Capabilities Statements, a site visit will be held to provide interested vendors a forum to expand on their capabilities in a direct conversation with Government officials. All vendors interested in participating in the site visit shall respond before August 25, 2009, and contact Elaine Perales at elaine.perales@va.gov to add your name to the list. The site visit will be held on August 27, 2009 at 10:00 a.m. CST at the main lobby of The South Texas Veteran System Center, 7400 Merton Minter Blvd., San Antonio, Texas 78229. TITLE: Surveillance Cameras & Emergency Phone System 2. LOCATION: South Texas Veterans Health Care Systems 3. ANTICIPATED PERIOD OF PERFORMANCE: TBD 4. ANTCIPATED CONTRACT TYPE: TBD 5. DESCRIPTION OF REQUIREMENT: Contractor shall provide needed equipment, supplies and services necessary to provide Equipment and Installation for Surveillance Cameras & Emergency Phone Systems for STXVHCS. Scroll down to the EQUIPMENT AND INSTALLATION FOR SURVEILLANCE CAMERAS & EMERGENCY PHONE SYSTEM "DRAFT" SOW, dated AUG 1, 2009. 6. SUBMITTAL INFORMATION: It is requested that respondents submit a brief capabilities statement package (no more than 10 one-sided pages in length, single spaced, 12 point font minimum) demonstrating their ability to perform the services listed in the attached DRAFT PWS. A generic capability statement is not acceptable. Please review carefully the requirements listed below. This documentation must address, at a minimum, the following: a. Title of the requirement b. Company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small/large business status and socio-economic classification (i.e. SDVOSB, VOSB, 8(a)/HUBZone). c. Prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the services described herein d. Resources available such as corporate management and currently employed personnel to be assigned to tasks under this effort to include professional qualifications, specific experience of personnel. e. Management approach to staffing this effort with qualified personnel f. Statement regarding capability to meet requirements discussed in the DRAFT SOW g. Company's ability to begin performance upon contract award h. Identify if the company currently provides the same service to commercial (non-government) entities and the customary contract type, price discounts and billing practices that are employed. i. Necessary mounting hardware and coaxial/power cabling will be provided and installed by Vendor. All cameras will be home-run back to (1) one new 16-channel Digital Video Recorder (DVR). The DVR will be located on the ground floor in a secured electrical closet designated by the VA police service. All software and control devices are located in existing VA Police command center. Programming of new surveillance equipment will be provided by Vendor. As-built drawings and wiring diagram will be provided by Vendor and included as part of a post construction submittals package.
