Description
This sources sought notice is issued for information and planning purposes only. The Government is soliciting information to determine the availability of all small businesses capable to perform the requirement indicated below. The requirement is to conduct a study to define R&D in areas of critical national needs and the methods that help select the projects that are high-risk and transformative and plan/facilitate a symposium for the development and measurement of critical national needs. The proposed acquisition strategy for this requirement is for a firm fixed-price purchase order. The Technology Innovation Program (TIP) was established at the U.S. Dept. of Commerce (DoC), National Institute of Standards and Technology (NIST) mission of the National Institute of Standards And Technology NIST under the America COMPETES Act enacted in August 2007. TIP supports, promotes, and accelerates innovation in the U.S. by assisting U.S. businesses and organizations with high-risk, high-reward research in areas of critical national need. In peer-reviewed competitions, industry proposes research projects that address TIP-selected critical national needs, and TIP selects projects for funding based on technical and economic/business merit. The Impact Assessment Group (IAG) of TIP seeks to measure economic impact of TIP’s funding of high-risk, innovative technologies, to assess the influence and progress of that technology in addressing major societal challenges, and to provide the data and analyses to document TIP’s impact and progress in the Annual Report to Congress. To this end the IAG must conduct surveys, compile data, prepare economic and technical studies and analyses, and report to stakeholders to advance understanding of the innovation process and the impact of technological innovation. IAG’s evaluation and assessment also includes an examination and study of the processes that help identify and define R&D in areas of critical national need, and the methods that help select the projects that are high-risk and transformative. The Contractor shall provide analytic capabilities in assisting IAG/TIP in defining R&D in areas of critical national need, and the methods that help select the projects that are high-risk and transformative. The study and research effort should lay out a framework for application in three broad areas: a.Assessing critical national needs, either as societal needs or technology platforms b.Identifying R&D needs and priorities in a specific area, for a societal need or a technology platform c.Highlighting and analyzing issues of program design that relate to selecting and defining R&D topics for funding competitions and the selection of high-risk transformative projects for receipt of funding Identify societal needs and develop a community of experts on the R&D areas defined in the Conference in March 2009; refer to: http://www.nist.gov/public_affairs/techbeat/tbs2008_1219_tip_white.htm Develop/Facilitate a symposium and create supporting summary documents identifying potential R&D efforts in well-defined areas of critical national need; NIST envisions the Contractor identifying approx. 30 experts to attend the event and expects the Contractor to plan/arrange travel for all attendees Conduct analysis and report highlighting issues of program design that relate to selecting and defining R&D topics for funding competitions and the selection of high-risk transformative projects for receipt of funding Create a project website that includes background research material from the March 2009 Conference (to be provided by NIST), describes societal needs for R&D areas, symposium material, white paper, background papers, and study report. No final commitment has been made to procure the stated requirement; therefore, this sources sought notice should not be construed as a commitment or authorization to incur costs in anticipation of such procurement. The North American Industry Classification System (NAICS) code applicable to this requirement is 541720, size standard is $7.0M. Interested parties are requested to provide information on their ability to satisfy the requirements outlined above. At a minimum, responses should include company name and address, size of business, point of contact (including telephone number, facsimile number and e-mail address), capabilities statement and to measure past performance, a list of contracts within the past three (3) years under which the interested party has performed the same or similar work. No telephone requests will be honored. Contractors must be registered in the Central Contractor Registration (CCR), accessed via the Internet at http://www.ccr.gov. All information provided will become property of the National Institute of Standards and Technology (NIST) and will not be returned. Responses are requested by 27 August 2009 and should include a point of contact, phone number, fax number and email address.
