Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Lonza Walkersville, 8830 Biggs Ford Road, Walkersville, Maryland 21793. The reference number NHLBI-PB-(HL)-2009-213-DLM. The items to be purchased include: 1.Part Number: AAD-1001S, Nucleofector II Device, Quantity 1 2.Part Number: AAM-1001S, Nucleofector 96-well Shuttle (including Laptop and Nucleofector 96-well Shuttle), Quantity 1 Characteristics of the Nucleofector II Device and Nucleofector Shuttle: •Non-viral gene transfer into primary cells and hard-to-transfect cell lines. •Transfers DNA directly into cell nucleus. •Transfects 96 Well Plates of cDNA, shRNA and/or siRNA into primary cells and cell lines with transfection efficiency of 90%. •Selects specific electrical parameters which have been customized for individual cell types. •Transfects both primary cell types and individual cell lines. •Transfects from 1 individual cell type up to 96 different cell types at a time. •The Shuttle has optimized protocols to transfect selected targets at high efficiency and high cell viability into primary cells and cell lines. •Dell Latitude D520 computer, Pentium M 740 186GHz-15,0” XGA Intel Core Duo Processor 1.86 GHz with enhanced Intel SpeedStep Technology. •Input Voltage: 110 VAC/230 VAC (self regulating) •Temperature Range: +15 degrees C up to 40 degrees C (59 degrees F – 104 degrees F) •Transfections per minute: 8 – 13 Nucleofector II Device: •Interfaces: RS422, USB •Output: HV-output •Certification: EN 61010 – 1:2001 •UL 61010 – 1:2001 •According to En60529: IP22 – protection against foreign materials •Protection against dripping water up to 15 degrees Nucleofector 96-Well Shuttle: •Power Supply: 100-240VAC 50-60HZ 400mA •Output: 12DC, 1.2A •Only use power supply Friwo Type FW 7555M/12 •Power condition: 12DC, 20VA •Operation Temperature: 15-40 degrees C •Altitude: <2000m above seal level The sole source is based on the need for a system that is capable of screening prospective DNA and drug targets. NIH is currently establishing an RNAi facility that will provide NIH extramural researchers with access to the equipment and the expertise necessary to conduct genome-wide RNAi screenings in mammalian cells. The Lonza Nucleofector system will allow researchers the ability to transfect siRNA into cells that are resistant to standard lipid-based transfection. The system will also be used for ShRNA and plasmid delivery as well as vital for follow-up validation in model cell lines that may be less amendable to high throughput screening. The Government's estimated expected delivery date is 1-week after receipt of the purchase order. The requirement is under the North American Industry Classification System (NAICS) 541711 Research and Development in Biotechnology, Standard Number Employees is 500. The small business set-aside does not apply. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Bethesda, Maryland. This acquisition is being conducted under simplified acquisition procedures, and exempt from the requirements of FAR Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PB-(HL)-2009-213-DLM maybe submitted to the National Heart, Lung and Blood Institute, Consolidated Operations Acquisition Center, Procurement Branch, 6701 Rockledge Drive, Suite 6150B, Bethesda, Maryland 20892-7902, Attention Dorothy Maxwell. Proposals are due September 4, 2009 by 7:30 a.m., Eastern Time. Response may be submitted electronically to maxwelld@mail.nih.gov. Responses will only be accepted if dated and signed by an authorized company representative. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
