Description: Request for Information: Antenna Group OE-120( )/UPX. THIS IS NOT A SOLICITATION. Points of Contact: TitleNamePhoneEmail Contract SpecialistJennifer 301-757-7362jennifer.n.brooks@navy.mil Brooks Contracting OfficerRobert301-757-5916robert.wolfe@navy.mil Wolfe Synopsis: In order to promote early exchange of information with industry in accordance with FAR Part 15.2, the Naval Air Systems Command (NAVAIR) issues this Request For Information (RFI). This request for information will be used to compile industry interest and manufacturing capability for potential future Antenna Group OE-120( )/UPX requirements. THIS IS NOT A SOLICITATION, BUT A REQUEST FOR INFORMATION. THE GOVERNMENT WILL NOT PAY FOR THE INFORMATION SUBMITTED IN RESPONSE TO THIS SYNOPSIS. The Government tentatively anticipates a requirement for a quantity of approximately16 Antenna Group OE-120( )/UPX units per the following schedule: FY10 – 1 unit, FY11 – 4 units, FY12 – 4 unit, FY13 – 3 unit, FY14 – 2 units, FY15 – 2 units. The Antenna Group OE-120/UPX is an Electronically Steerable Antenna (ESA) which radiates interrogation pulses and receives transponder replies. The Antenna Group shall have three basic elements or sections: (1) the radiating section; (2) the RF phasing and distribution section; and (3) the control and interface section. The equipment shall be capable of interfacing with various shipboard system configurations. This includes the AN/UPX-24 which has up to 22 operating positions; a rotating IFF antenna such as: AS-2188()/U, AN/SPS-67 integral IFF Antenna, AS-4305/U, or AS-4328/U; up to 4 Radar systems; Advanced Combat Direction Systems (ACDS), Target Acquisition System (TAS), Command and Decision (C&D), and Cooperative Engagement Capability (CEC) ship computer systems. The equipment shall operate compatibly with the AIMS IFF systems for all services. DoD AIMS 03-1000A shall be the governing document for determining the technical characteristics and performance requirements relative to this compatibility. In addition, the equipment shall conform to the full requirements for operation in a shipboard environment including nuclear air blast, stack gas temperature, salt laden air, and continued pitch and roll conditions. THIS RFI IS NOT A REQUEST FOR PROPOSALS; however, responsible interested parties may submit information in which they can identify interest and capability to respond to this potential requirement. Responses must be received by 3:30 p.m. EST on 20 September, 2009. Respondents submit information at their own risk; Submission of a response to this request will not obligate the Government in any manner. The Government will not reimburse the respondent for any cost associated with information submitted with this request. Proprietary or restricted information should be marked as such and will be protected and used only for the purposes of this RFI. This RFI does not constitute an invitation for bid or request for proposal. Any procurement action for OE-120( )/UPX will be the subject of a separate, future announcement. Follow-on communication, including one-on-one meetings, may result from this RFI. The response shall include: 1) Is your interest as a potential prime contractor or subcontractor. 2) What type of work has your company performed in the past in support of the same or similar requirement, 3) Can or has your company managed a task of this nature before, 4) Has your company managed a team of subcontractors before, 5) What specific technical skills does your company possess which ensure capability to perform the task, 6) Provide company name and address, cage code, business size and status, and a point of contact. The submission shall not exceed twenty (20) pages and is requested no later than 20 September, 3:30 PM Eastern Standard Time. The information presented in this announcement does not obligate the Government in any manner.
