- Request for Information (RFI): VA-101-09-RI-0255 Clinical Predictive Modeling The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires Contractor support to assist VHA in the development of a national Clinical Predictive Modeling Program. Recent advances in technology and data analysis facilitate identification of patient needs as well as development of new approaches to care that can improve medical outcomes. Past efforts to improve care were by necessity largely based upon retrospective review; however, as VHA has developed a large electronic medical record database, the Administration is particularly well positioned to take advantage of new methodologies that can improve the quality and efficiency of care. Clinical Predictive Models will enable VHA to identify and strategically target health care resources to those patients who will most benefit from specific services. Specific support services required include assistance in the development and implementation of established modeling methods, including data mining, multivariate regression and neural networks that utilize VHA's electronic database to risk stratify, characterize critical variables, identify sites of effective intervention and monitor outcomes. These variables will then be utilized in the model to predict outcomes and then be used to determine the risks for any specific patient. Note: The Department is NOT seeking a COTS application to provide clinical predictive modeling. This effort is strictly to obtain Contractor support to assist VHA in the development of its own clinical predictive modeling solution. The Department is also seeking vendors that provide the ability to partner with Service Disabled Veteran-Owned Small Businesses, Small Businesses, Women-Owned Small Businesses, Veteran-Owned Small Businesses, and Small Disadvantaged Businesses in performing the services identified. Interested vendors may submit their capabilities and qualifications to provide the services identified via email to Shaundra Duggans at Shaundra.Duggans@va.gov not later than 4:00 PM EST September 3, 2009. Included in the capabilities statement shall be information pertaining to successful achievement of subcontracting goals/plans on previous requirements. Vendors are also asked to provide three past performance references for the capabilities identified. Include the Project title, Description of the project, Contract number, Contract amount, Government Agency/Organization and Point of Contact, and phone number/email address. Do you hold a GSA contract? If so, please identify Schedule and Contract number. Telephone inquiries will NOT be accepted.
