- The USDA-ARSM SJVASC, Parlier, CA Water Management Unit has a sole source requirement for a Soil moisture TDR system from Campbell Scientific. The equipment is for a time-domain reflectometry (TDR) soil moisture system and a weather station system to be used for measuring soil and substrate moisture content and micrometeorological parameters for calculating evapotraspiration (ET) demand. The equipment will be installed at a field site located in the Ventura/Oxnard area as a component of an ongoing experiment on irrigation water management of strawberry production using soil-less substrate media. For the same experiment, two other field sites (Watsonville and Santa Maria) were started in October 2008 and are ongoing. The same TDR and weather station systems were purchased, in October 2008, from Campbell Scientific because of the sensor specifications and data communication requirements which meet our project needs. In addition to the current setup, several additional sensors (such as the sonic anemometers and humidity sensors) will be added to the existing weather systems for augmenting estimation accuracy of surface and atmospheric resistances for computing the theoretical ET values for all three field locations. The equipment should be purchased from Campbell Scientific in order to meeting the program compatibility and data communication requirements. The project is partially supported by the Strawberry Commission, so some of the supply cost has been covered with an extramural fund. The project objectives fit closely with the research missions of the Water Management Research Unit. See numbered note 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
