Description
N40083-09-R-2224 HORZONTIAL CONSTRUCTION SERVICES AT THE NAVAL SUPPORT ACTIVITY CRANE, CRANE INDIANA The solicitation will be issued as a request for proposal to provide all labor, materials, and equipment required to perform horizontal construction of asphalt, striping, culvert replacement, fence repair & replacement, erosion control, sidewalk repair/replacement, stone road and lot maintenance, and sign maintenance repair/replacement complete and ready for use. This will be a lump sum contract awarded on a firm fixed-price basis. The Government will award a contract resulting from this solicitation whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. Technical and price factors will be equal in significance. This solicitation will result in a Requirements type contract. The contract will also provide for two (2) additional 12-month periods to be exercised at the discretion of the Government (see FAC Clause 5252.217-9301 Option to Extend the Term of the Contract-Services (June 1994)). Contractors are expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract has been awarded. The solicitation for the acquisition is formatted as a Request for Proposal (RFP) in accordance with the requirements designated by FAR Sections 15.203 and Naval Facilities Engineering Command Acquisition Supplement (NFAS) for a negotiated procurement. This method permits evaluation of proposals based on price competition, technical merit and other factors; permits impartial and comprehensive evaluation of offerors' proposals; permits discussions if necessary; and ensures selection of the source whose performance provides best value to the Government. This proposed contract will be issued as an Unrestricted procurement. The North American Industrial Classification System (NAICS) code is 237310 Highway, Street, & Bridge Construction.
