Description

FISC Norfolk Philadelphia Division intends to procure supplies in support of the mission of the Chief of Naval Personnel (CNO) to integrate and coordinate current formal and informal flexible work arrangement (FWA) arrangements under a formal tracking & monitoring system to track progress from request, through review, acceptance/rejection and allow monitoring/feedback. Overall need consists of implementing a software system that will allow for the evolution of current systems and provide greater efficiency and management of the flexibility process. This acquisition will be solicited on a sole source basis with Flexpaths LLC of Hillsdale, NJ. The product available by Flexpaths LLC will allow administrators to track metrics and data as necessary to track FWA arrangements and support the goals of the Navy's task force life/work and results oriented work environment initiatives. The Navy intends to solicit for a firm fixed price contract with an anticipated period of performance of one year. The NAICS code for this effort is 511210. The proposed action is to procure supplies for which the Government intends to solicit and negotiate with only Flexpaths LLC on a sole source basis pursuant to FAR 6-302-1. Flexpaths LLC is the most appropriate provider of these supplies as this organization has extensive knowledge of the Navy Flexible Work Arrangements system and scope & overall objectives of CNO's Top 50 campaign regarding quality of work initiatives. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALSNumbered Note 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement with a Technical Capability Statement.. This notice of intent is not a request for competitive proposals. However, all capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
