Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is VA-776-09-RQ-0229 and is issued as a Request for Quotation (RFQ). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is an unrestricted solicitation and NAICS Code is 541519 with a size standard of $25M. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-29. Closing date for this notice is 9:00 AM EST 09/11/2009. RESPONSES SHALL BE SUBMITTED VIA E-MAIL TO THE CONTRACTING OFFICER AT MICHAEL.BRYAN2@VA.GOV. CONTACT MICHAEL BRYAN VIA EMAIL: MICHAEL.BRYAN2@VA.GOV FOR A COMPLETE COPY OF RFQ# VA-776-09-RQ-0229. Period of Performance: Twelve (12) month base period plus four (4) twelve (12) month option years to be exercised at the Governments discretion. Contract Type: Single Award Blanket Purchase Agreement Place of Performance: The work will be performed at the Contractor's site in the Metropolitan San Diego area of California. Some travel may be required. CONTRACT EFFORT REQUIRED: The Contractor shall provide all labor, supervision, and transportation necessary to perform the services described herein, except for those items and services identified as Government furnished. All work shall be performed between the hours of 8:00 am and 5:00 pm, Monday through Friday, Federal holidays excluded, unless specifically approved or requested by the COR. Should this occur, the Contracting Officer would initiate a change in accordance with the Changes Clause. Specific work hours for each position will be established by mutual agreement between the Contractor and the Government. The workload should not exceed reasonable expectations for 8 hours of skilled labor per day. SERVICES: The EHTAC is a lab environment that shall be located at a contractor site in the San Diego, CA metropolitan area.. The contractor shall provide all necessary facility, hardware (supplemented by GFE as required), ancillary equipment, software and staff services necessary to research, evaluate, demonstrate and test and report on potential improvements from the application of emerging security technology, policy, standards and business needs to VHAs healthcare line of business. This service also provides support to tasks from other government contracts and projects. The EHTAC shall be accessible, within the Government Project Managers (PM) authority and discretion, to Government and personnel from other contractors supporting Government projects. Investigate technology relevant to business operations as a key enabler to emerging healthcare policy and standards including technology derived business-level security requirements. Participate in collaborative emerging technology demonstrations, pilots and proofs of concepts. Work with organizations both internal and external to VA, thereby allowing VHA to develop, validate, and communicate information security requirements to senior managers, Office of Information & Technology (OI&T) developers, business partners and healthcare professional organizations. Provide VHA with technical validation that prototyped solutions actually meet VHA specified security requirements. Provide mechanisms allowing VA OI&T and other partners open access to all simulations/investigations that will enable rapid assimilation of emerging VHA business-level security requirements into production VA systems. SERVICE CATEGORIES: The service categories covered by this BPA are described in general terms below. The Government will define specific tasks and deliverables on individual BPA task orders. Any task order issued under this BPA must relate to at least one of the service categories identified below. 1. Technology Investigation Methodology and Framework: The contractor shall employ a documented overall methodology and framework for investigating emerging security technologies within the VHA. The technology investigation shall be hands-on tests of commercial off-the-shelf representative products, or prototypes and shall be described in reference to their ability to meet emerging VA, Federal and standards development organization ((Health Level (HL)7, American National Standards Institute (ASTM), International Standards Organization (ISO), Organization for the Advancement of Structured Information Standards (OASIS) and American National Standards Institute (ANSI)) laws, policies, requirements specifications and guidelines. The contractor shall identify the technology for potential use within the VHA. The contractor shall include information based on external industry expert reviews and an assessment of the maturity level of the medical industrys use of the technology, such as whether the industry is just beginning to use the technology or it has been in use for a period of time. 2. Pilot Demonstration / VA Interoperability Demonstration: This pilot demonstration shall prototype the capability to meet VHA line of business (LOB), Personal Identity Verification and specified Department of Health and Human Services (DHHS) security requirements as established by the VA Security Requirements Steering Committee (SRSC) by integrating standards, Healthcare Information Technology Standards Panel (HITSP) constructs and capabilities demonstrated during Health Information Management and Systems Society (HIMSS) 2009 OASIS-HITSP Advanced Interoperability Demonstration. The VA Interoperability Demonstration shall leverage use cases developed in previous OI&T HealtheVet Security Pilots. 3. Pilot Demonstration / San Diego Project Part I: The VA Office of Standards and Interoperability (S&I) participates in activities of DHHS, Office of the National Coordinator (ONC) Nationwide Health Information Network (NHIN). S&I is the VAs primary lead for the NHIN effort and is the business stakeholder for this service category. In relation to these activities, the VA desires to conduct a demonstration project in San Diego, CA. The San Diego Project is the overall name of this project which is under a separate contract. This service category refers to and supports only that part of the overall San Diego Project Master Plan associated with security and privacy. 4. Pilot Demonstration / Electronic Patient Consent Directive Pilot: a. The overall purpose of the Electronic Patient Consent Directive Pilot (ePaC) is to prototype an interface for Veterans to enter and sign their patient consent directives electronically. It is estimated that 75% of the care Veterans receive is from non-VA providers. Therefore, to bring together all the pieces of a Veterans complete medical record at any given care episode it is necessary for VA and non-VA providers to exchange their pieces of the veterans record. This electronic exchange must happen under the appropriate purpose of use and under the control of the patient. More specifically, before the VA can release a veterans record, the VA must obtain a signed approval from the patient (i.e., their consent). Therefore, a system is warranted that can house consumer preferences and related organizational policies in order to approve or reject a given request.
