Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quotation (RFQ). RFQ # N00189-09-T-Z126, which contemplates a firm fixed price contract. This acquisition is 100% set aside for small business. The North American Industry Classification System Code (NAICS) is 541199. The small business size standard is $7.0M. The description of CLIN 0001 is as follows: 12 Months The description of CLIN 0002 is as follows: Option Year 1 12 MonthsThe description of CLIN 0003 is as follows: Option Year 2 12 Months The description of CLIN 0004 is as follows: Option Year 3 12 Months The description of CLIN 0005 is as follows: Option Year 4 12 Months The offeror shall provide a firm fixed price quotation to successfully complete the following Statement of Work (SOW): STATEMENT OF WORK Background Each year, the Assistant General Counsel (Ethics) (AGC(E) is responsible for reviewing and certifying Public Financial Disclosure Report of close to 900 Navy employees (civilian and military). The scope of the work to be accomplished will be the review of financial disclosure reports, to ensure technical compliance with the reporting requirement, reconcile current year reports with previous reports, note any deficiencies and obtain clarifying or missing information from filers, and prepare related correspondence. The work will also involve providing technical support. Guidance and assistance to administrative personnel performing similar functions, and, as described below, other ethics-related support to AGC(E) and OJAG. Period of performance Work is requested to begin 1 Oct 2009 and continue through 30 Sept 2010 with four 1(one) year options. Tasks The contractor shall be responsible for the following:.Track all assigned incoming SF 278 and OGE Form 450 financial disclosure reports..Review all assigned SF 278 and OGE Form 450 financial disclosure reports for technical compliance with applicable regulations (5 C.F.R. 2634 and DOD 5500.7-R Joint Ethics Regulation ), including appropriate comparisons with previously filed reports..Verify that all assigned individual SF 278 and OGE Form 450 financial disclosure reports contain necessary documentation as prescribed by 5 C.F.R. 2634 and DOD 5500.7-R Joint Ethics Regulation..Note any deficiencies in all assigned individual SF 278 and OGE Form 450 financial disclosure reports, using a format that reflects required information in accordance with applicable regulations (5 C.F.R. 2634 and DOD 5500.7-R Joint Ethics Regulation)..Assist in requesting additional documentation and information from filers, as needed..Prepare for certification all assigned SF 278 financial disclosure reports filed in 2007 and 2008 by the end of the contract period, except those which cannot, for good cause, be ready for certification; exceptions for good cause include, but are not limited to: files that were not received by AGC(E) in time to reasonably permit a thorough review by the end of the contract period; files awaiting further clarification of information from the filer or initial review authority; or files that require further research by AGC(E) in order to be certified. Prepare for final approval all assigned OGE Form 450 reports as directed by AGC(E)..Assist with compiling and organizing public and confidential financial disclosure reports..Assist with the maintenance of the disclosure report database..Prepare drafts of administrative correspondence related to assigned financial disclosure reports..Assist and provide guidance and technical advice to administrative government personnel on matters related to reviewing financial disclosure reports..Average number of SF 278 financial disclosure reports filed each year total approximately 805 civilian and military reports..Average number of OGE Form 450 reports filed each year total approximately 60 civilian reports. Place of Performance Work will be performed in the AGC(E) and OJAG offices, or other assigned space, located in the Washington, DC, area. No official travel outside the Washington, DC, area is required. Personnel Qualifications Personnel assigned to perform tasks under this contract shall have experience in the administration or implementation of a government ethics program, including the review of SF 278 and OGE Form 450 financial disclosure reports. It is the quoter's responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.arnet.gov/far and www.dtic.mil/dfars. The successful quoter is required to be registered with, understand, and invoice through Wide Area Workflow (WAWF). The following Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation provisions and clauses are applicable to this acquisition. FAR: 52.212-1, 52-212-2, 52.212-3, 52.212-4, 52.212-5, 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.232-33. DFAR: 252.212-7000, 252.212-7001 (Dev), 252.204-7004 (Alt A), 252.232-7003 Note: The complete provision at the Federal Acquisition Regulation (FAR) 52.212-3 must accompany quote submittal. The Government intends to award a contract resulting from this solicitation to the responsible/responsive quoter whose quotation conforming to the solicitation represents the best value to the Government, considering price and technical submissions. The technical submission shall consist of one part: past performance. This part is limited to 5 pages, single spaced with 12 point font or larger. The quoter shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. Relevant past performance is performance under contracts or efforts (within the past five years) that is of the same or similar scope, magnitude, and complexity to the solicitation requirement. Quoters should provide a detailed explanation demonstrating the relevance of the contracts or efforts to the requirements of the solicitation. Up to three references may be submitted to include contract number, customer name, point of contact with phone number, and dollar value. The Government intends to award a contract resulting from this solicitation to the responsible quoter whose quotation represents the best value after evaluation in accordance with the factors in the solicitation. The evaluation of proposals will consider the offeror's past performance greater than price. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: Company's complete mailing and remittance addresses, the company's CAGE code, Dun & Bradstreet Number, and Taxpayer ID number. All FAR certifications and representations specified above must also accompany your quotation.
