- The U.S. Army Medical Research Acquisition Activity intends to issue a bridge contract to George Washington University (GWU) for administrative support services to the Science and Engineering Apprenticeship Program (SEAP) student apprenticeship programs sponsored by the DoD and Army Research Office. The period of performance of the bridge contract will be from 1 October 2009 to 31 March 2010 and covers the gap from the date the current contract expires (30 September 2009) and the anticipated award date of March 2010 for the Army Research Offices (ARO) new Cooperative Outreach Agreement (COA). The SEAP Program has three components: (1) the Science and Engineering Apprenticeship Program (SEAP); (2) the Qualified College Leaders Program and; (3) the Gains in Education and Mathematics Program. The three programs place qualified high school and college students with interest and ability in science, engineering and mathematics as apprentices in Department of Defense laboratories. All three are designed to encourage students to pursue science and engineering careers; acquaint qualified high school and college students with the activities of the Army and other Department of Defense (DoD) laboratories through summer and year-round science and engineering research experiences. The contractor provides the necessary personnel, facilities and equipment for the administration of the SEAP program, to include the 3 components, described above. The contractor also provides related assistance to the US Army Medical Research and Materiel Command, Program Manager (PM), so the PM can respond to data requests regarding these components in a time sensitive environment. The contractor performs all of the following tasks: (a) Soliciting Qualified Applicants; (b) Providing guidance to assist applicants and laboratories; (c) Assisting in the selection of participants (disseminating applications to the labs, arranging mentor interviews and notifying participants); (d) Disbursing student stipends and benefits to participants, monitoring and accounting for stipend payments and managing activity accounts; (e) Maintains student participant database; (f) Providing for symposia, seminars and opening/closing general sessions; (g) preparing monthly and annual reports; (h) Provides SEAP/CQL AND GEMS students with accident insurance and; (i) Coordinates with each activities SEAP Coordinator, the COR and the Contracting Officer as necessary. There are three reasons for the bridge contract; the most noteworthy is that: (1) the sponsorship and control of these programs, and thus the responsibility for award of a successor Cooperative Outreach Agreement (COA) will be shifted to the Army Research Office (ARO) effective 1 April 2010; (2) the ARO cannot assume control of these programs and award their new CAO prior to March 2010; and (3) while the George Washington University may not be the only source who can provide these administrative services, market research has not revealed another source who could provide continuity, successfully assume and perform these services within the condensed time frame that remains and ensure efficient performance. The place of contractor performance is George Washington University, Washington, DC 20052. The estimated dollar value is $1,500,000 which includes approximately $105,000 in administrative support costs (paid to GWU for administering the program) and the remaining amount is student stipends. No solicitation will be issued; however, all responsible sources may submit a capability statement, proposal or quotation which shall be considered. The Army Research Office's new Cooperative Outreach Agreement(COA) consolidates twelve educational programs under one umbrella and envisions the creation of consortium of academic, non-profit, industrial and government organizations. This COA consists of twelve components: (1) Junior Science and Humanities Symposia (JSHS), (2) UNITE, (3) Research and Engineering Apprenticeship Program (REAP), (4) Science and Engineering Apprenticeship Program/College Qualified Leaders (SEAP/CQL), (5) Gains in the Education of Mathematics and Science (GEMS), (6) eCybermission Internship Program, (7) ARL College Student/University Faculty Internship Program, (8) Teach the Teacher Program, (9) Junior Solar Sprint (JSS), (10) Intel-International Science and Engineering Fair (ISEF), (11) Marketing, and (12) Data Collection/Metrics. Parties interested in the SEAP program or any of the other programs consolidated under the ARO COA will be referred to the ARO contracting officer for future consideration.
