Description
SF 1449 that includes the Statement of Work. The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Pacific Services Center (PSC) Honolulu, HI, intends to issue a solicitation, utilizing the procedures at Federal Acquisitions Regulations Part 13, for the award of the creation of a White Paper that shall include a literature review of work done on the relationship between ecosystem services and climate change on a global scale as well as specifically focused on the Pacific. In addition to the literature review, no less than three (3) and no more than six (6) case studies should be included to demonstrate how ecosystem services are being measured and/or used in decision making in the islands. Finally, the paper should address the connection between climate and ecosystem services and provide recommendations on how the two can be used in conjunction with each other for better decision making. The anticipated period of performance for this contract shall be September 31, 2009 to March 1, 2010. This is a 100% small business set aside procurement. The North American Industry Classification System (NAICS) Code is 541690, with a size standard of $7 million. The Government's estimated cost for this requirement is not expected to exceed Simplified Acquisition Threshold. All future information regarding this acquisition, including amendments, will be distributed solely through this website. Hard copies of the solicitation will not be available. Interested parties are responsible for downloading their own copy of the solicitation and amendments (if any) and monitoring the website to ensure that they have the most up to date information regarding the acquisition. Proposals/Offers shall be submitted in accordance with the guidelines outlined in the statement of work t. All questions resulting from this notice or the subsequent solicitation document must be submitted in writing via email to Brian.Clark@noaa.gov Reference the solicitation number in the subject line of your email. The award will be made on or around September 15, 2009.
