Description
The National Institute of Health (NIH), National Institute on Drug Abuse (NIDA) Office of Acquisitions, Station Support Simplified Acquisitions Branch on behalf of the National Institute of Aging (NIA) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(1) with Johns Hopkins School of Medicine, Baltimore, Maryland 21224, for clinical expertise service. The North American Industry Classification System Code is 541990 and the business size standard is $7.0M. The primary scientific questions directed by the Healthy Aging in Neighborhoods of Diversity across the Life span (HANDLS) study at the NIA is to determine if factors attributed to race, ethnicity or economic stability are in fact the cause of health disparities among these diverse populations. The NIA seeks the services of Harry A. Silber, MD, PhD at the JH Bayview Medical Center to read and interpret echocardiograms and other cardiac measures collected as part of the HANLDS wave 3 examinations and to provide consultation to the study clinicians and principal investigators as necessary. The contractor will provide the following services: 1. Drafting an imaging protocol to be implemented on the MRV. This will enable acquisition of key variables that are mutually agreed upon based on their scientific relevance to the study and the feasibility of obtaining these measurements in the context of the time constraints of the HANDLS study; 2. Training the sonographer in the performance of the protocol; 3. Providing technical supervision for the sonographer for the duration of the study, including feedback on the quality of the tests, and QC of the images; 4. Reviewing the limited Echo/Doppler studies that are performed in the HANDLS study to provide a clinical report to the participants, which would include an assessment of the left venricular dimensions, structure and function (when possible), an assessment of valvular function, a limited assessment of diastolic function, as well as a comment on any additional findings or abnormalities that are visualized on these imaging studies; 5. Reviewing the 2D-images and Doppler studies to perform and/or review the research measurements that will be collected from each study, as set forth in the imaging protocol; 6. Reviewing, on a yearly basis, the measurements that are acquired to determine whether any modifications or changes to the protocol are needed; 7. Read and interpret EKG's as clinically indicated and provide consultation. The contractor will be encouraged to participate and/or lead analyses that involve the Echo data. Dr. Silber is a cardiologist who is regarded as an expert in his field as evidenced by peer reviewed publications, patents / inventions and sponsorship of research activities. Dr. Silber has both the expertise and the facilities for the required work. It has been determined that Dr. Silber is the only source that will satisfy the agency's requirement. The period of performance is twelve (12) months from the date of award. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested party believes it can meet the above requirement may submit a statement of capabilities to Liem T Nguyen, ln18x@nih.gov on or before September 3, 2009, 11:00 AM. All information furnished must be in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must be registered in and have valid certifications in the Central Contractor Registration (CCR), www.ccr.gov and the Online Representations and Certifications Application (ORCA) www.orca.bpn.gov.
