Description
NASA/MSFC plans to issue Request for Proposal (RFP) No: NNM09277065R for NASA's"Enterprise Applications Service Technologies" (EAST) acquisition. The resulting contract shall require the EAST Contractor to successfully perform all worknecessary to operate, integrate, and maintain the NASA Enterprise Applications CompetencyCenter (NEACC) factory, in accordance with this Performance Work Statement (PWS) and theterms and conditions contained herein. The PWS consists of the following major sections: 1) Enterprise Applications ServiceTechnologies: This section includes a mission statement, goals and objectives,characteristics of success, Government retained authority and a general description ofthe work requirements.2) Program Management: These services include ContractManagement, Financial Management, Procurement Management, Program Support and Safety,Health and Environmental (SHE) requirements. 3) Applications Operations: These servicesinclude Applications Maintenance, and Applications Enhancement. 4)Indefinite-Delivery/Indefinite-Quantity (ID/IQ) Applications Implementation Task Orders.This section provides the authority and process for issuing Task Orders for additionalwork up to the specified maximum dollar amount. 5) Delivery Functions: This sectionincludes Factory Management, Applications Functional Support, Application Development,Application Technical Operations and Maintenance (ATOM), Information Assurance, and I3PCross Functional Integration.The Government does not intend to acquire a commercial item using FAR Part 12. See Note26.The NAICS Code and Size Standard are 541512 and $25.0M, respectively. The anticipated procurement is unrestricted regarding business size.All responsible sources may submit an offer which shall be considered by the agency.The anticipated release date of the RFP is on or about September 08, 2009 with ananticipated offer due date of on or about November 13, 2009.An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASA/MSFCBusiness Opportunities home page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=62. Prospective offerors shall notify this office of their intent to submit an offer. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Any resulting offers must acknowledge receipt ofall amendments to this solicitation (if any). Potential offerors will be responsible fordownloading their own copy of the solicitation and amendments (if any).
