This is a combined synopsis/solicitation for commercial services prepared in accordance with Federal Acquisition Regulation (FAR) FAR Subpart 12.6, and supplemental information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for proposal (RFP). The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-34. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. Price $_________________________ CLIN 2002: Travel POP: Option Year Two (2) Description: In accordance with Statement of Work Price $_________________________ CLIN 2003: Contractor Manpower Reporting POP: Option Year Two (2) Description: In accordance with Statement of Work Price: Not Seperately Priced Total Price $___________________ Statement of Work For Shelter Engineering Contractor Support 1.Background: The Composite Structures Team has the engineering and design responsibility for all Army Tactical Rigid Wall Shelters. This mission encompasses developing and maintaining the design and process specifications to build these rigid wall shelters and shelter systems. Additionally, this office must work closely with other DoD Shelter organizations to ensure technology is shared and reduce duplication of efforts. 2.Contractor Tasks: a.General Contractor Tasks: i.The contractor shall provide engineering support to the project officers leading shelter production, shelter repair/refurbishment and all issues regarding the American Society for Testing and Materials (ASTM) Subcommittee E06.53 and Joint Committee on Tactical Shelters (JOCOTAS). b.Specific Contractor Tasks: i. ASTM Tasks: 1.Address material and process problems which occur during the manufacture of tactical rigid wall shelters. 2.Support the preparation of ASTM standards related to tactical shelters. 3.Provide engineering and administrative support to ASTM. 4.Conduct visits to shelter manufacturing facilities to identify and resolve manufacturing issues. 5.Provide oversight and consulting services to Tactical Shelter Repair/Refurbishment programs. 6.Planning and executing of all ASTM E06.53 Subcommittee meetings. 7.Effect the revision and review of ASTM standards per the required 5 year review cycle. 8.Develop new ASTM standards as necessary to capture new technology and requirements. 9.Travel to support these tasks is required. ii.JOCOTAS Tasks: 1.Provide engineering and administrative support to JOCOTAS, including the formulation and execution of comprehensive programs for the Technical Working Groups. 2.Planning and execution of all JOCOTAS meetings, including the bi-annual industry exposition. 3.Assist JOCOTAS in achieving its goals of a.Advancing the state of the art in shelter design and equipment. b.Searching for common solutions through the sharing of knowledge and expertise. c.Eliminating duplication of effort. d.Creating a standard shelter family and maximizing their use. e.Working to promote evolutionary change in processes for shelter development. f.Assisting the services in procuring shelters in the most efficient and cost effective way possible. g.Ensuring shelter are compatible with commercial and military transportation assets. h.Providing for interaction between JOCOTAS and industry. 3.Period of Performance: One Base Year Plus 2 Option Years 4.Deliverable(s): The contractor shall provide the following documentation in accordace with the Contract Data Requirements List: a. Conference Agenda b. Conference Minutes c. Program Progress Report d. Weekly Time Sheet 5.Report Requirements: See Paragraph 4., Deliverables. 6.Travel: Estimated 3-4 weeklong trips per year with possible desinations being Panama City, FL, Dallas, TX and San Diego, CA. 7.Security: None 8.Contractor Manpower Reporting: The Contractor shall perform manpower reporting as follows: The Contractor shall report all contractor manpower (including subcontractor manpower) required for performance of this contract using the format provided at the following web address: https://contractormanpower.army.pentagon.mil. The Contractor shall include the following: (a)Contracting Officer, Contracting Officer, Contracting Officers Technical Representative (b)Contract number (c)Beginning and ending dates covered by reporting period (d)Contractor name, address, phone number, email address, identify of contractor employee entering data (e)Estimated direct labor hours (including subcontractors) (f)Estimated direct labor hours paid this reporting period (including subcontractors) (g)Total payments (including subcontractors) (h)Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each subcontractor if different) (i)Estimated data collection cost (j)Organizational title associated with the Unique Identification Code (UIC) for the Army Requiring Activity. (UIC for this contract is W911QY) (k)Locations where contractor and subcontractors perform the work (specified by zip code in the United States and nearest city, country, when in overseas location, using standardized nomenclature provided on the website. (l)Presence of deployment or contingency contract language (m)Number of contractor and subcontractor employees deployed in-theater this reporting period (by country) The contractor shall also provide the estimated total cost (if any) incurred to comply with this reporting requirement. The reporting period shall be the period of performance not to exceed 12 months ending 30 September of each Government fiscal year and must be reported by 3 October of each calendar year. The Contractor may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contractors systems to the secure web site without the need for separate data entries for each required data element at the web site. Contractor shall submit their proposal on company letterhead, provide solicitation number, the time specified in the solicitation for receipt of offers, name, address, and telephone number of the offeror, CLIN price, an overall total price. The offeror shall include, any discount terms, cage code, DUNS number, tax identification number, size of business, acknowledgement of solicitation Amendments (if any), and a statement that the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items, has been completed electronically online at http://orca.bpn.gov/publicsearch.aspx Contractor Proposal shall include three sections. oFirst section shall include contractors resume providing enough detail to show contractor has enough knowledge and experience to complete the Statement of Work. oSecond section shall include past experience with minimum of three references. oThird section will be cost proposal for base year and each option year. The provisions at FAR 52.212-2 Evaluation-Commercial Items applies to this solicitation. The Government may award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is technically acceptable, has lengthy and relevant past performance and is lowest cost. Technically acceptable will be those whom are determined to have knowledge and experience capable of meeting the Statement of Work. The Government may require interviews with contractor personnel proposed under this solicitation. Travel costs for possible interview will not be reimbursed.
