- Description
- This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NOI9121 issued as a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-35. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 334516, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure one Cell Culture Bioreactor System on a sole source basis from Dasgip Biotools used for the parallel cultivation of multiple cultures of mammalian cells under controlled conditions. A bioreactor system is a cell cultivation system that integrates the control and monitoring of several cultivation parameters into a single system. Controlled parameters include but are not limited to, the following: pH, oxygen and carbon dioxide concentration, temperature, and agitation. The system must have the ability to: (1) simultaneously and independently control a minimum of four culture vessels with custom defined set point profiles, and must have the potential to control up to 8 culture vessels running in parallel, if so desired, (2) use a PC computer interface operating in a Microsoft Windows environment with the ability to export acquired runtime data to Excel. The controller must independently control the following operations on at least 4 vessels: pH, gassing, feeding, heating, agitation as well as provide optional measurement of optical density and off-gas analysis if implemented by the researcher, (3) include a total of 4 cultivation flasks with a working volume of 400 ml up to 1.8 liter, and suitable for the limited space (32' x 20') in our cell culture room, (4) continuously monitor readings of pH and pO2 for at least 4 vessels running in parallel, and automatically regulate pH by liquid correcting agents and CO2 as well as pO2 by oxygen concentration and controlled flow of gases. The gassing system for control of gas flow must accommodate mixing of up to 4 gases and allow for individual blending for each of 4 culture vessels via thermal mass flow controllers, (5) capable of continuous and controlled feeding of liquid media or correcting agents and provide at least 2 feed lines for individual and independent feeding of each culture vessel with independent variable speed drive motors, (6) include a temperature and agitation system with an operating range of 20 degrees Celsius to 50 degrees Celsius, (7) optionally continuously monitor readings of (if elected by the researcher) optical density as Absorption Units (AU) for at least 4 vessels running in parallel, and simultaneously allow conversion of the readings as AU into other engineering units, e.g. VCD, using user definable correlation functions. The optical density monitoring system must seamlessly integrate with the control system's hardware and software, (8) optionally continuously analyze (if elected by the researcher) the exhaust gas for oxygen and carbon dioxide concentration of at least 4 vessels running in parallel without multiplexing. For each vessel the off-gas flow rate is to be determined using a mass flow meter as well as provide for online readings of relative humidity and temperature of the gas stream. The off-gas analysis shall provide for online OTR, CTR and RQ readings for each vessel including a reliability indication of the calculated values. The off-gas analyzer must seamlessly integrate with the control system's hardware and software, (9) include installation and training on-site, and provide technical support, (10) easy and flexible for cell cultivation and operation by one (1) Scientist alone, and (11) must have 4 independently controlled cell culture vessels, which may be run in parallel and by decreasing the amount of media consumed in comparative experiments. In addition, it must be low cost for system maintenance. Shipping, installation, training, and warranty are to be included. Dasgip is the only known company that can provide a Bioreactor System that can satisfy the specifications needed by NIAID's requirement. Delivery will be made to Bethesda, MD, 20892. The FOB point shall be Destination. This will be a firm-fixed price contract.
