Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries, located in Miami, FL intends to acquire services for comprehensive fisheries data collection review and analysis for the US Virgin Islands/Puerto from Dr. Robert Trumble of MRAG Americas, Inc. Fisheries management in US federal waters is carried out under by NOAA Fisheries under the guidelines of the Magnuson-Stevens Reauthorization Act of 2006 (MSRA). Critical to the evaluation of stock health includes the collection and recording of basic fishery statistics on catch, landings, fishing effort, information on composition of the catch by species, and profiles of the sizes and ages of individuals in the catch. The condition of the majority of fish stock populations in the U.S. Caribbean is currently unknown due to lack of adequate data to assess stock condition. Findings from the recent NMFS, SEFSC SEDAR evaluations (see (http://www.sefsc.noaa.gov/sedar/Sedar_Workshops.jsp?WorkshopNum=0000 and also http://spo.nwr.noaa.gov/olo99.htm and http://www.sefsc.noaa.gov/sedar/) have emphasized the need for improvements in the basic data collections on US Caribbean fisheries, including catches, effort, and bio-statistical samples. A continuing thread in the majority of NMFS, SEFSC stock assessments conducted through the SEDAR process (i.e., SEDAR4 2006, SEDAR8 2007, SEDAR14 2007, and SEDAR Procedures III January 2009 ) has been the recommendation that more and better quality information on catch rates, catch composition, effort trends, size frequency samples, and data (e.g., maturity, age) be collected for the US Caribbean. NOAA Fisheries Service continues to carry out stock assessment analyses of reeffish stocks in the US Caribbean and significant improvements in the data collection system are needed to conduct reliable stock assessment evaluations. This efforts being undertaken by the partners (Puerto Rico, DNER; USVI DFW; NMFS, SEFSC and SERO; and the Caribbean Fishery Management Council (CFMC) to review and develop a sound data collection system in the US Caribbean for the purpose of providing critical data needed for sound stock assessments and fisheries management. The primary objectives of this project are to develop a conduct a comprehensive review of the current commercial data collection system in the US Caribbean and make recommendations as to required changes which if implemented, would result in statistically sound data being collected. This information is required in order to carry out credible stock assessment analyses. Information collected will be provided to NMFS stock analysts and managers from the USVI, DPNR, DFW and the Puerto Rico, DNER, and to the CFMC for use in ongoing stock assessment evaluations. Specifically, the products from this project will also be available for use in resource evaluations relating to determination of Annual Catch Limits (ACL's) for the US Caribbean fisheries, which are congressionally mandated by 2010 and 2011. In addition, identifying and prioritizing needed adjustments to the current data collection system is needed to develop adequate accountability measures (AM's) for effective management. Dr. Trumble, a marine scientist for 40 years, has wide-ranging experience in marine fish science and management, fishery habitat protection, and oceanography. He performs project planning, assembles research teams, and conducts research, with a focus on improving management of aquatic ecosystems and the resources and fisheries they support. Dr. Trumble has extensive experience in leading teams developing long term research plans to fulfill national and international management needs. Dr. Trumble also has extensive experience working with government agencies, commercial and recreational fisheries groups. He received appointments to the Scientific and Statistical Committees of the South Atlantic Fishery Management Council and the Pacific Fishery Management Council, the Groundfish Management Team of the North Pacific Fishery Management Council, the affiliate faculty of Fisheries at the University of Washington, and the Advisory Committee of the Washington Sea Grant Program. Dr. Trumble has worked with all of the parties involved in the US Caribbean Data Collection Improvement project (DNER, DFW, NMFS (SFSC, SERO), and the CFMC Council, fishers). His ability to lead scientists, managers and industry in identifying and developing research priorities towards a common goal will add significant strength to the US Caribbean Data Collection Improvement Project. Dr. Trumble has coordinated the projects involving recent research in the US Caribbean Dr. Trumble has experience from similar work, involving analyses and review of marine resources research Dr. Tumble's professional comprehensive background including designing and reviewing of research programs in conjunction, with his vast experience in leading multi-disciplinary teams' will be a key asset to the success of this project. In addition, his level of knowledge of the local US Caribbean fisheries is not widely available. Utilizing MRAG Americas, Inc. in this project enhances the success of this project and reduces significantly the quantity of time that would be needed to familiarize other entities in the unique regional aspects of the fisheries in the US Caribbean. This notice is for a services for which the Government intends to solicit and negotiate with only one source MRAG Americas, Inc.. The Eastern Region Administrative Division (ERAD), requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR).
