- Description
- The U.S. Government Accountability Office requires a contractor to provide U.S and International Aviation Systems Data and Technical Support Services. This RFP contains the criteria by which proposals will be evaluated. This requirement is a full and open competition. The United States Government Accountability Office (GAO) requires a contractor to provide U.S. airline data and technical support. This data includes airline financial and operating (DOT Form 41 and Schedule T-100), passenger (DOT origin-destination fare data), fleet (aircraft in service and retired), and schedules (e.g., Official Airlines Guide). The data and accompanying software must enable GAO to analyze data at various levels of aggregation for individual airlines, airports, or city or airport-pair markets and for various time periods. The data should include both historic data (e.g. financial and operating data back to 1979 through the most recent quarter) and, in the case of schedules data both historic and for the next 12-month period beginning with the current month. Offerors must be able to update all of the data as it becomes available to them (e.g. monthly updates for scheduling data). Offerors must provide complete definitions of the data elements provided, including numeric or alphabetic codes used in various data sets (e.g. location identification numbers for airports). Offerors must make staff available for support and technical assistance – either in person, by telephone or other electronic means of communication as appropriate – to respond to questions from GAO staff regarding both the data and the software used to access it. The period of performance for this contract shall be for a base period and four (4) one-year options with a contract start date on October 1, 2009. The Government will make award to the responsible offeror whose offer conforms to the solicitation and provides the best value to the government.
