Description
General: The purpose of this sources sought is for informational purposes only. This sources sought is to detemine if there are companies out there that can provide the requirements needed. Requirements for AML Mobile:Narrative: The NPS Abandon Mine Lands Program has a requirement for a mobile application to collect and use data in the field. The software will be used on a variety of available mobile devices. Mobile device will be synchronized with a server-based ESRI (Environmental System Research Institute) versioned SDE (Spatial Data Engine) geodatabase. This procurement will also include setup, training, required modifications, field form production and maintenance of software. Specific Requirements:1)Mobile application must have the ability to support both versioning and replication within the server environment.2)Must support MicroSoft Pocket PC 2003 and above devices.3)Must support web based data transfer to and from handheld device.4)Must support automated GPS post-processing from a web based field data collection platform.5)Must be able to subset/query data to be transferred to the handheld devise using attribute/tabular selection methods.6)Must be able to employ "user roles" which subsets data from the enterprise database.7)Must be able to view, edit and modify spatial/attribute data on a handheld device.8)Must have the ability to support large raster data sets such as aerial photos.9)Must have ability to collect spatial data using "heads-up" digitizing.10)Must have the ability to query records on a handheld device using a spatial selection method.11)Must have the ability to utilize digital forms including using logical queries to show/hide, enable/disable attribute controls or tabs on the forms.12)Must have ability to spatially query vector or tabular data using a GPS location and/or GIS queries of existing spatial information.13)Field user training, software installation, modification and maintenance of system must be provided.14)Custom field form development must be provided. This notice is not a request for competitive quotes. All responses from contractors who believe they are capable of providing the above listed requirements should be emailed to Jaime_Mijares@nps.gov by the close of this sources sought on 08/25/2009. Responses should include a brief narrative of the contractor's capability to perform the services, the contractor's Dun and Bradstreet number and identification of the contractor's business size in accordance with the size standard. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement, or if a limited source for the procurement of this software is required. Also to see if there are any small businesses that can provide the above listed requirements. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
