- This Request for Information announcement is for information and planning purposes only and it is not to be construed as a commitment by the Government. The information provided may be used by the Army in developing its acquisition strategy and statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to this RFI. This request does not constitute an Invitation for Bid or a Request for Proposal. The 409th Contracting Support Brigade (Europe), on behalf of US Army Garrison Kaiserslautern is seeking to identify potential offerors who are capable of providing for a total maintenance and facility engineering services contract in the Kaiserslautern, Germany area. Potential offeror must be ISO 9001 certified. Description: US Army Garrison Kaiserslautern is seeking to procure a total facility maintenance and facility engineering services contract. The services include operation and maintenance of equipment and facilities, grounds maintenance, renovation/repairs of real property, for facilities located at various US Army installations in the Kaiserslautern area. This contract has been operating in this area for the past 35 years as a Cost Plus Award Fee type contract. However, due to the changing nature of Army needs, the contract type has not yet been determined. This is a re-procurement for facility maintenance and engineering services. The likely contract will include one Base Year with to be determined Option Years, commencing on 1 October 2010. The contract requirements for this acquisition can be broken into three basic areas; Standard Operating Orders (SOOs), Service Orders (SOs), and Individual Job Orders (IJOs). SOOs are primarily routine work to include ground maintenance, building maintenance, etc. SOs are for minor repair based against customer needs and managed through the use of call centers which will be run by the Contractor. IJOs are primarily for larger renovation and repair projects. A significant percentage of these requirements are routine scheduled grounds maintenance, equipment maintenance, and operation and maintenance of government facilities. All of the before mentioned items fall under SOOs and are scheduled, reoccurring work with some fluctuations. SOs, minor repairs classified under EURO 1,000.00 or 40 man-hours, can be estimated at approximately 1000-1200 each per month. Background: The US Army Garrison Kaiserslautern includes approx. 20 installations covering about 3,000 hectares (7,500 acres) spread across approx. 300 square kilometers (approx. 120 square miles) of central western Germany. It is part of the Kaiserslautern Military Community, a combined community of US. Army and US. Air Force components. The US Army Garrison Kaiserslautern footprint includes approx. 2,400 buildings with approx. 1.1 Million square meters (approx. 12 Million square feet). Respondents should identify that they are interested in bidding on this procurement and list any relevant work that has been completed/in process within the last three years for the US Government.
