Description
The Naval Surface Warfare Center, Panama City Division (NSWC PCD), Panama City, FL intends to award a sole source firm fixed price commercial requirements contract to AP Labs, Inc., 10864 Thornmint Road, San Diego, CA 92127-2402 for the following: 1) minor non-recurring engineering (NRE) for modifications to AP Labs part number 61209006-000 to fully meet U.S. Navy requirements; 2) two (2) each chassis retrofits; 3) procurement of up to 26 chassis over the next three years, and; 4) technical data related to the preceding items. These items are being procured in support of the Landing Craft Air Cushion (LCAC) program. These items are manufactured by AP Labs, Inc. This procurement is not suitable for full and open competition for the following reasons: During fiscal year 2008 NSWC PCD initiated a market survey and sources sought announcement for a VME chassis for the LCAC Control and Alarm Monitoring System (CAMS) to resolve end of life issues. AP Labs proposed a commercial solution that was analyzed to be the most compliant with the LCAC Rugged VME Chassis Detailed Specification (LCAC-C4N-SPC-370). During the development effort NSWC PCD determined that additional commercially derived military modifications are required to fully meet specification requirements. Since the requested procurement end-item is a commercial product that meets the requirements with some minor modifications and AP Labs is the original equipment manufacturer (OEM) on this commercial product, there is no Return-On-Investment (ROI) in purchasing the rights in data for the design of this commercial product. AP Labs is the only source that meets those requirements. Delivery will be to the Naval Support Activity Panama City, Receiving Officer, Building 100, 101 Vernon Ave, Panama City Beach, FL 32407-7018. NAICS code is 334111 and FSC is 2090. Small Business Size Standard is 1000 Employees. Award is anticipated in January 2010. Basis of award will be an acceptable proposal at a fair and reasonable price.
