- This special notice serves as an announcement. The US Army Space & Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT) announces that the Government will be participating in a consortium forum to establish an Intelligence, Surveillance and Reconnaissance (ISR) Consortium. The Government anticipates utilizing the consortium through an Other Transaction Authority (OTA) for the acquisition of a Long Endurance Multi-Intelligence Vehicle (LEMV) and ancillary systems including ground stations, sensors, communication and Processing, Exploitation and Dissemination (PED). The National Defense Industrial Association (NDIA) is facilitating the formation of the consortium. (The original LEMV synopsis was posted under W91260-LEMV, dated 22 April 2009.) NDIA will host an industry day and a consortium organizing meeting on Sep 2-3, 2009 at the Ritz Carlton Pentagon City Hotel, 1250 South Hayes St, Arlington VA as follows: Sep 2, 2009ISR/LEMV Industry Day, 8:00 a.m to 5:00 p.m.: This day is intended to provide industry representatives with an overview of the ISR Task Force vision, and the current ISR environment, technology and requirement trends. Additionally, the LEMV acquisition strategy, terms and conditions, and the use of an OTA for the development phase of the LEMV will be discussed. Sep 3, 2009ISR Consortium Organizing Meeting, 8:00 a.m. to 12:00 p.m.: This industry-only day session is intended for those industry representatives who have an interest in being part of the ISR Consortium. NDIA will facilitate industry representatives in forming an ISR consortium, by outlining the requirements necessary to achieve a consortium empowered with the necessary legal foundation and structure to construct a consortium empowered with the necessary legal foundation and structure to conduct acquisition business with the Government.
