- Description
- The purpose of this Request for Information (RFI) is to conduct market research intended for use in the formulation of an acquisition strategy to support USMC Environmental Management and IGI&S programs. The mission of the Environmental Management Program is to provide environmental stewardship to Marine Corps installations and activities to meet their training and operational requirements. The USMC has several long-term objectives to integrate environmental principles into everyday business practices and decision making under the broad aegis of the IGI&S program. The mission of the IGI&S Program is to provide precise and reliable geospatial information at the installation, regional and enterprise levels. IGI&S is based upon a common infrastructure foundation that supports interoperability across the Marine Corps, enabling users to effectively manage their facilities and natural resources to accomplish the Marine Corps mission. This further supports and contributes to the network of GIS data external to the Marine Corps to provide Commanders the situational awareness to respond to contingencies and coordinate consequence management actions. These Support services will be performed at the U.S. Navy Annex, Arlington, VA; Marine Corps installations CONUS; OCONUS including locations in Japan and Korea; and U.S. territorial possessions. Firms possessing suitable capabilities to support USMC mission objectives should submit responses addressing the following objectives in terms of customer experience, services provided, and relevant expertise and capabilities: 1) Ability to provide core IGI&S capabilities, develop IGI&S data standards and functionality, expand availability of IGI&S capabilities to broader constituency, and economize delivery of IGI&S capabilities; 2) Ability to execute a comprehensive Environmental Management Program to include support in environmental (to include range) sustainability, compliance, auditing, pollution prevention, Environmental Management Systems (EMS), and natural and cultural resources management; 3) Ability to execute the full range of environmental fiscal resource management including financial analysis, audit support, programming, planning and budgeting; and 4) Ability to advance environmental and IGI&S information technology and systems, strategic communications, and training and education. Responses to this RFI shall not exceed eight (8) pages and must contain: (1) A capability statement sufficient to demonstrate performance acumen related to the objectives of the Environmental Management and IGI&S Programs; (2) Link to the respondent's relevant GSA Schedule if GSA contract holder; and (3) Citation of current, or past customers including contract number, point of contact telephone number, or e-mail address.
