- Sources sought announcement N68936-09-R-0050 was issued for thisrequirement on April 2, 2009. The Naval Air Warfare Center Weapons Division,Pt. Mugu, CA, is now advertising that a request for proposals will be issued asa nationwide 8(a) Competitive requirement under the same solicitation numberN68936-09-R-0050. The work required will provide systems engineering andtechnical support services in support of Naval surface weapons programsincluding Air Defense Warfare (ADW) and Surface Warfare (SUW) test andevaluation operations and associated fleet weapons training exercises under thecognizance of the Naval Air Warfare Center, Pt. Mugu. The tasks to be performedunder the contract involve systems engineering and technical support of Navalsurface weapons systems, shipboard launch and control systems, tactical datasystems, and requirements analysis for Navy standard and Aegis unique full- andsub-scale aerial targets and surface targets including surrogate threat systemsrequired to support range operations and test. Award of one Indefinite Delivery Indefinite Quantity (IDIQ) type contract withCost Plus Fixed Fee (CPFF) pricing and terms and conditions is contemplatedeffective 1 February 2010. The period of performance will be five years fromdate of award. The successful offeror must be an eligible 8(a) certified firmand must possess the ability to obtain a SECRET clearance and a DCAA approvedaccounting system. The solicitation will be issued in September 2009 with a duedate for receipt of proposals thirty days later. Technical and managementproposals will be presented orally by the offeror's key personnel proposed forthe effort. The technical presentation will involve a sample task that will beincluded in the solicitation. Offerors will be required to adhere to strict oral presentation guidelineswhich will be included in the solicitation. All certified 8(a) firms forparticipation in the 8(a) Business Development Program with NAICS code 541330among their approved NAICS codes may compete for this requirement. Allresponsible sources may submit a proposal which shall be considered by theagency. See note 26.
