- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with format in FAR Part 12.6. This announcement constitutes the only solicitation; request for quotations (RFQ) are being requested and a written solicitation will not be issued. The solicitation number RFQ1181938 and the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-36. Delivery and acceptance will be performed in Bethesda, Maryland. (This is a total small business set-aside). The National Institute on Drug Abuse (NIDA), Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition, on behalf of the National Institute of Mental Health (NIMH) has a requirement for one (1) XFDTD Bio-Pro computer software package to calculate electromagnetic fields includes the following features. XFdtd Pro- • Pro-Analysis or Bio-Pro Analysis Module (32- or 64 -bit) • Geometric Modeler and Postprocessor (32- 64-bit) • XStream acceleration using NVIDI's CUDA architecture for a single GPU • Shared Memory (MPM) Multiprocessor XFdtd Analysis Modules at eight cores • 3D CAD import Modules (Pro E, STEP, IGES, Inventor, Catia, Unigraphics, Solidworks, and Parasolids). XFdtd Bio-Pro- • SAR capability • Hi-Fidelity Female and Male Human Body Mesher XFDTD is complicated software that calculates full properties of the electromagnetic field inside the either phantom or human models under the irradiation of an RF coil. The calculated results can be utilized (1) to evaluate the quality of the electromagnetic field distribution, (2) to improve/develop spectroscopy methods, (3) to evaluate the safety associated with spectroscopy methods, and (4) to develop new RF coil designs. The following Federal Acquisition Regulation (FAR) provisions and clauses in effect through FAC 2005-36 are applicable to this procurement: FAR 52.212-1, Instructions to Offerors Commercial, applies to this acquisition and 52.212-2, Evaluation Commercial Items. Specific evaluation criteria are: (1) Ability to meet the technical requirements (2) past performance (3) ability to meet the delivery time. Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer; FAR Clauses 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
