- The Defense Advanced Research Projects Agency, Tactical Technology Office (TTO) intends to award a Sole Source contract to BBN Technologies for a follow-on effort to continue development and testing of the Helicopter Alert and Threat Termination-Acoustic (HALTT-A ) system. BBN has previously received a DARPA-funded contract for research and development related to their proprietary HALTT-A system. The intended new effort will require BBN to further develop and demonstrate a complete helicopter-integrated bullet detection and shooter localization system. The system will have 4 pi steradian coverage and be comprised of acoustic threat detection sensors, processing hardware and software, an Inertial Navigation System (INS) and displays/alerts. The contractor will support integration and testing on the UH-60 Blackhawk as well as demonstrating the performance of the system on a Maverick UAV. There will be an option of procuring 30 systems (comprised of the sensors, INS, processor and alert) and appropriate spares. BBN is the only source known to the Government with the requisite capabilities, facilities, and experiences to perform the follow-on HALTT-A effort within the Government's cost and schedule constraints. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1 “Only One Responsible Source.” It is likely that award to another source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. This notice of intent is not a request for competitive proposals and no solicitation is currently available. However, interested parties may identify their interest and capability to respond to the requirement. Responses/proposals received within forty-five (45) days after date of publication of this notice will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government.
