Description
THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROCUREMENT. The U.S. Forest Service, EROC-NW, servicing Region 10 has a requirement for the maintenance and repair of fourteen (14) timber bridges located within the Tongass National Forest, Alaska. The project includes re-contacting the ground sills on two (2) of the bridges and filling large voids in the abutment fills with concrete, and installing rip-rap bank protection to include minor excavation, and clearing and grubbing work during rip-rap placement. Other tasks include the replacement of rotten running planks on six (6) of the bridges, raising the curb on ten (10) of the bridges, adding treated decking on three (3) of the bridges, and repairs to the broken bridge railing posts on one (1) bridge. The contractor shall provide all management and project administration services, quality control, logistical support, vehicles, equipment, materials and supplies required to complete the project on time and within schedule in compliance with drawings and specifications. The period of performance is 365 calendar days after receipt of notice to proceed. All projects are located on the Wrangell Ranger District. Four (4) of the bridges are located on the Wrangell Island road system and can be accessed from the City of Wrangell. Ten (10) of the bridges are located on the Etolin Island road system and can be accessed from the Anita Bay Marine Access Facility located 22 miles southwest of the City of Wrangell. Wrangell is a full service community accessible by air or water, and serviced by two barge lines, the Alaska Marine Highway, and Alaska Airlines. A negotiated, firm-fixed price construction contract is contemplated requiring submission of both a technical and a price proposal. Award will be made to the offeror whose proposal offers the best value to the Government. The estimated range of magnitude is between $100,000 and $250,000. This acquisition is a 100% HubZone set-aside. Contractors are required to be certified by the Small Business Administration, registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). The solicitation with specifications and wage rates will be posted to the https://www.fbo.gov/ website on or about September 28, 2009. No hard copies of the solicitation and applicable amendments will be mailed or issued. To receive the Request for Proposal package and any applicable amendments, offerors must download them from the https://www.fbo.gov/ website.
