Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Pathology (LP) plans to procure on a sole source basis three (3) Distiller Software Database Licenses, one (1) Distiller OpTMA Software License, one (1) Digital Image Hub Software License, one (1) Tissue IA Software License, fifteen (15) Customization days and three (3) onsite training days from Slidepath, Invent, Dublin City University; Dublin 9; Dublin, IRL. This acquisition will be conducted under the procedures for acquiring commercial items authorized in FAR Part 12 and under the authority to use simplified procedures for commercial requirements as provided in FAR 13.501. The North American Industry Classification System Code is 541511 and the business size standard is $25M. Period of Performance: Thirteen (13) months upon date of award. The Applied Molecular Pathology Laboratory (AMPL) produces and analyzes tissue microarrays (TMAs). The AMPL is housed and shares facilities with the Tissue Array Research Program (TARP Lab). The AMPL is a new effort in collaboration with CCR and the Division of Cancer Epidemiology and Genetics (DCEG). The AMPL will focus on epidemiology based studies. An element of this work is the performance of immunohistochemical assays on TMAs. Immunohistochemical assays on tissue microarrays result in chromagens deposited in a spatial distribution that require interpretation in reference to cyto- and histo-morphology. TMAs are a high-throughput platform, in which 200-500 samples of tissue may be assayed on a single microscope slide. Current experimental designs include profiling of multiple different antigens on hundreds to thousands of tumors resulting in an overwhelming data volume. Interpretation can be performed manually by a pathologist, or via a computer-aided algorithm, but in both cases a method of collecting, presenting and recording the images of the immunohistochemistry and the interpretation that results is required. Datasets of TMA data run from the hundreds to tens of thousand datapoints that will be correlated with numerous clinical and epidemiological factors. The AMPL will purchase software that provides a database and web-server function to distribute images from multiple vendors and formats for the performance of high-throughput pathology. The system will be able to support multiple (>20) simultaneous users. Detailed specifications include: 1) Capacity to store, organize and display multiple image formats, including images from the following vendors: Aperio, Olympus/Hamamatsu (NanoZoomer), Zeiss/Mirax, and Applied Imaging/Ariol; 2) Additional image formats, including: jpg, tiff and bitmap; 3) Capacity to operate on a 64 bit architecture with virtualization; 4) End user access is exclusively web-browser enabled for all functions, and fully functional for both PC and Mac based users; 5) Security features including: https:// based connection for web access and LDAP for authentication of end users; 6) Compliance with 21 CFR Part 11; 7) CaBig accreditation (Bronze level or higher); 8) TMA Database functionality; 9) Image Analysis on whole sections and TMAs to include: Nuclear Algorithms, Cytoplasmic/pixel based intensity quantification, Membranous Algorithms, and Capacity to import algorithms from MatLab. The existing infrastructure and nature of the dispersed collaborative workgroup necessitates the introduction of a scalable, image database solution, that is image-format agnostic, operates under virtualization on a shared server-hardware platform and incorporates essential features including LDAP user-authentication and CaBIG certification. SlidePath is the only company identified that offers an integrated database that meets the above specifications. Unique elements include elements of the web-browser integration with https:// protocols, and LDAP authentication of users. The capacity to run the software on 64-bit architecture, with LINUX where applicable, in virtualization is unique to the SlidePath software, and will allow implementation of the software on the NCI servers. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office on or before 11:00 AM ET, August 31, 2009. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
