Description
The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole-source, cost reimbursement contract with the Massachusetts Institute of Technology (MIT), 77 Massachusetts Avenue, Cambridge, MA 02129-4307, for a study of the correlations between the anatomical features of a model of an analog electronic speech production apparatus and the acoustic features captured from the spectral domain by means of digital signal processing. The Government intends to negotiate with only one source under the authority of FAR 6.302. FBO Destination is the FBI Engineering Research Facility, Quantico, VA. Based on market research conducted via other federal agencies, conference proceedings, technical journals and other educational institutions, it has been determined that the FBI's requirement can only be provided by MIT as they are the only known educational institution with the knowledge and capability of conducting a study with the analog electronic vocal tract model. The performance of this model will be measured by the effectiveness of a speaker recognition test for voice biometric technology. Interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 10:00 am, EDT, Wednesday, August 26, 2009, by email, to the attention of Mrs. Margaret D. Einspahr, Contracting Officer, at meinspahr@fbiacademy.edu. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposal based upon response to this notice is solely within the discretion of the Government.
