Description
This is a sources sought synopsis intended to provide market research information for use in developing a solicitation for an effort to support the U.S. Space and Missile Defense Command/Army Forces Strategic Command (SMDC/ARSTRAT), Big Crow Program Office at Kirtland AFB, NM. Responses will be used to identify interested qualified sources available in the marketplace. Information requested from interested parties is described below. This sources sought has two purposes: (1) to obtain expressions of interest from the small business community in support of the Big Crow Electromagnetic/Electronic Warfare General Support requirement; and (2) the capability of interested small business firms or teams as viable contenders at the prime contractor level. The responses to this notice are for Government planning purposes only and shall not be construed as a definitive intent to proceed with this acquisition. Small businesses may team together (or even affiliate) and be eligible for award of a set-aside contract, PROVIDING THAT EACH TEAM MEMBER MEETS THE NAICS CODE SMALL BUSINESS SIZE STANDARD. Provide your experience in the following areas: LIMIT ON PAGE NUMBERS IS 10. (1) Full Spectrum Radio Frequency (RF) Design (2 MHz to 45 GHz): RF design experience correlating specific designs, hardware and circuitry built with specific frequency and bandwidth of operation and application/utilization in support of field test on a myriad of platforms (e.g. airborne, ground, etc.). (2) Electro-optics: Design experience in the Ultra-violet and Infra-red regions of the electromagnetic spectrum correlating specific designs with specific portions of the electromagnetic spectrum, experience in multi-waveband detection, precision pointing and tracking of optics, multi-waveband detections such as long wave infrared, midwave and near infrared, and propagation of laser beams at long distances. (3) Multi-disciplinary Experience: Design experience in support of field test and training, in the following technical areas and provide engineering level, explicit discussion in regard to their specific roles and duties. Utilization of generalizations and summations will not be considered as relevant experience. Technical Areas: (a) Telemetry (Airborne and Ground), (b) Cryogenic Receiver Technology, (c) Electronic Warfare (Electronic Attack, Electronic Support, Arbitrary Waveform Generation (AWG), Wide Bandwidth, Electronic Warfare Vulnerability Assessment (EWVA), and Airborne Instrumentation Radar. (4) Aerospace Vehicle Modification, Integration, and Configurations Control Experience: Engineering level, explicit discussion in regard to their specific experience in aerospace vehicle modification, generation of aerospace vehicle modification documentation, integration of electronics and instrumentation, avionics integration, and configuration and control. (5) Antenna Design, Analysis, and Evaluation: Designing and fabricating antennas in the RF spectrum (2 MHz to 45 GHz); designing and fabricating large aperture antennas; and designing and fabricating antenna arrays. Respondents will provide the breadth and depth of their experience measuring: Principle Plane Patterns; Absolute Gain; Axial Ratio; Roll Patterns; and Effective Radiated Power. Experience in the design of 3 axis positioners and data collection/control for antenna measurements. Experience evaluating low antenna temperature performance. Place of Performance: Big Crow Program Office This acquisition is not open to participation by foreign firms at either the prime or subcontract level. In order to be considered for award, offerors must possess a TOP SECRET facility security clearance with SECRET retention. All interested parties must periodically check the web sites for updates.
