Description
The Air Force Flight Test Center (AFFTC) at Edwards AFB, CA is seeking potential sources capable of providing the following: The contractor shall deliver one (1) each turnkey (complete, ready for use) high fidelity Joint STARS tactical avionics simulation system for use at the Joint Strike Fighter Communications Test Support Facility (JSF CTSF) located at Edwards AFB, CA. The delivered system shall include hardware, software, and a one-year of complete system (hardware and software) repair and maintenance support. Repair and maintenance support shall be performed during normal business hours, 7:30 AM to 4:30 PM, Monday through Friday, except Federal Holidays, including all parts and labor, at no additional cost. FOB is destination and preferred delivery of services is on-site (Edwards AFB, CA 93524). The system shall provide capabilities that model the Joint STARS sensor systems, provide operationally realistic displays and operator interactions, and provide Ethernet interfaces compatible with other JSF CTSF simulations and systems using industry standard Link-16 Ethernet protocols. The specific requirements are: Simulation Capabilities: 1. Provide high fidelity simulations of Joint STARS Synthetic Aperture Radar (SAR) capabilities including providing graphic representations of SAR maps based upon a local area terrain data base, such as Digital Terrain Elevation Data (DTED), using simulated position and orientation. 2. Provide high fidelity simulations of Joint STARS Moving Target Indicator (MTI) tracks, including situation awareness displays, based upon Ethernet provided track data. 3. The sensor simulations will include operationally relevant features such as max range, terrain effects, and sensor strengths/weaknesses. Interface Capabilities: 1. Provide an Ethernet interface using industry standard message protocols such as Distributed Interactive Simulation (DIS). The system shall accept input messages that provide Joint STARS and target position and orientation data. Output messages shall be in a Link-16 message format and include imagery and target messages. 2. Produced Link-16 output messages shall be a high fidelity simulation of actual Joint STARS messaging in both format and content. Meeting the capabilities, features and specifications of the above simulator are required. Firms interested are requested to submit the following as a minimum: 1. Detailed technical description/specifications of its own product/equipment and repair and maintenance program 2. Availability and proposed delivery timeframe from receipt of contract 3. Estimated price range for hardware, software and related maintenance and repair services 4. Past performance history in providing the required item and associated services 5. Company's business size (i.e. small, large, disadvantaged) Request for Information (RFI) Purpose and Limitations: The Government's intention is to determine the best acquisition approach for this requirement. This RFI is an expression of the Government's interest and request for information only and does not obligate the Government to pay for the requested information nor respond to any submissions. A determination by the Air Force not to conduct full and open competition based on information received from this sources sought synopsis will be solely within the discretion of the Air Force. Proprietary information is not being solicited; however, if it is submitted, it should be appropriately marked as such. It may include attachments that consist of pre-printed commercial brochures or sales literature. Electronic submissions are strongly encouraged. All information provided will be protected as Procurement Sensitive per Federal Acquisition Regulation 3.104.
